The British welfare state has been a political and ideological battleground since its inception, yet many of the voices in the crucial debates have been lost in orthodox histories. First published in 1987, Ideologies of Welfare (now with a new preface by the authors) explores the development of the welfare state through the debates which surrounded it in three key periods—the turn of the century; the Beveridge period; and the 1970s and 1980s. Each section focusses on four main and competing approaches—laissez-faire individualism, Fabianism, socialism, and feminism. The tension between them is developed in a selection of substantial readings which are contextualized and contrasted by detailed commentaries from the authors. For the first time we can trace the development of four key strands of welfare ideology in their own words. Buried debates are re-opened and hidden traditions identified, continuity and change are highlighted. The concluding chapter looks at the future of social security and examines the relationship between ideology and policy. The combination of documentary material and commentary provides an invaluable history of welfare in the twentieth century for students of social policy and administration.

In an increasingly ethnically diverse society, debates about migration, community, cultural difference and social interaction have never been more pressing. Drawing on the findings from a two-year, qualitative Economic and Social Research Council funded study of different locations across England, Lived Experiences of Multiculture uses interdisciplinary perspectives to examine the ways in which complex urban populations experience, negotiate, accommodate and resist cultural difference as they share a range of everyday social resources and public spaces. The authors present novel ways of re-thinking and developing concepts such as multiculture, community and conviviality, whilst also repositioning debates which focus on conflict models for understanding cultural differences. Amidst highly charged arguments over the social relations of belonging and the meanings of local and national identities, this timely volume will appeal to advanced undergraduate students and graduate students interested in fields such as Race and Ethnicity Studies, Sociology, Urban Studies, Human Geography and Migration Studies.

This book sets out to understand the significance of geographical context – place – for universities in the globalised setting of the twenty-first century. It examines their social impact on the regions in which they are situated, both from the perspectives of the universities themselves and from the perspectives of a range of different local and regional interest groups. It draws on a national study in the UK which has examined the role played by universities in four contrasting regional contexts. This UK study will be set within the larger theoretical and international literature on the role played by universities in processes of social change and transformation. An important theme of the book is the effects of university activities on various socially disadvantaged groups and consideration is given to whether there are ‘winners’ and ‘losers’ arising from the activities and interventions of universities. The book distinguishes between ‘discourses’, ‘activities’ and their ‘impacts’in considering the role of universities and emphasises the importance of history and context as important mediators of national and institutional policies. It examines some of the key partnerships which universities enter into within their regions and considers some of the factors which determine the nature of these partnerships. Implications are drawn out for university leaderships and for regional and national policy bodies. The book provides empirical evidence in a field marked by a considerable amount of rhetoric from interested parties. One of the book’s conclusions is that there is considerable diversity among higher education institutions in how they perform a regional role, but it is a significant question for each of them. Institutional variation and regional setting come together to shape what is achievable.

Originally published in 1981 but now with a new preface, this volume provided the first detailed comparative analysis of how local authorities in the UK and W. Germany faced up to the challenge of trying to help local industry and improve employment prospects. Based on the results of case-studies the book considers the powers and resources available to local authorities and examines how the authorities are organized for this type of economic activity. The authors' analysis of the interplay of political and administrative factors will be particularly important for student and professionals in comparative public policy and public finance. The study shows how economic policy making in local government is constrained both by the higher levels of government in both countries and by the conditions in the economy operating both locally and nationally.

Mobile Urbanism provides a unique set of perspectives on the current global-urban condition. Drawing on cutting-edge theoretical work, leading geographers reveal that cities are not isolated objects of study; rather, they are dynamic, global–local assemblages of policies, practices, and ideas. The essays in this volume argue for a theorizing of both urban policymaking and place-making that understands them as groups of territorial and relational geographies. It broadens our comprehension of agents of transference, reconceiving how policies are made mobile, and acknowledging the importance of interlocal policy mobility. Through the richness of its empirical examples from Europe, North America, South America, Africa, Asia, and Australia, contributors bring to light the significant methodological challenges that researchers face in the study of an urban–global, territorial–relational conceptualization of cities and suggest productive new approaches to understanding urbanism in a networked world. Why is the concept of ‘security’ so important in modern society? Why do people and governments invest so much in the pursuit of different forms of security? How do we make sense of the changing nature of the relationship between security and insecurity? This book focuses on the concept of 'security' - as an idea, an ideal and a practice – and explores the ways in which it can shed light on the relationship between welfare and crime, and the ambiguities that arise from them. The authors investigate these issues by examining particular areas of social life and policy development with a focus that ranges from global to local and neighbourhood concerns. The book is integrated with engaging activities such as case studies, review and reflection sections. Adopting an inter-disciplinary approach to explore criminological and social policy perspectives, the chapters reflect the increasingly blurred area between social and crime control policy and the way in which it is managed. The contributors delve into the consequences and implications of policies and practices aimed at 'creating security' which can, all too often, have the opposite effect. Security is key reading for students in criminology, social policy and social justice.

Rethinking the Region argues that regions are not simply bounded spaces on a map. This book uses unique research of England during the 1980s to show how regions are made and unmade by social processes. The book examines how new lines of division both social and geographical were laid down as free-market growth and reconstructed this are as a `neo-liberal' region. The authors argue that a more balanced form of growth is possible - within and between regions as well as between social groups. This book shows that to grasp the complexities of growth we must rethink `the region' in time as well as in space.
