Communities, companies, and governments at all levels in the United States are making decisions that will influence where, what and how infrastructure will be built. This report describes insights about exposures from natural hazards now and in the future, as well as gaps in data that, if filled, could improve the nation s ability to assess infrastructure risk and improve infrastructure resilience."

To explore lessons learned from nondeclared-disaster events, researchers explain six case studies from diverse community contexts, considering innovations that support recovery in underserved communities and metrics for assessing nonprofits' role in socioeconomic recovery. Recommendations address data limitations with near- and longer-term efforts to capture nonprofits' activities and roles through systematic qualitative and quantitative methods.

Climate-driven natural hazards will continue to affect Department of the Air Force (DAF) installations and missions for the foreseeable future. There is a need for the DAF to consider how installation infrastructure projects that improve hazard resilience may be prioritized. A new approach allows comparison of infrastructure projects based on their ability to improve installation resilience to climate-related hazards.

he authors of this report consider the exposure of Department of the Air Force (DAF) installations to flooding, high winds, and wildfires?hazards that have affected DAF installations in the recent past. The authors characterize exposure using three different types of data: base boundaries, geospatial data on airfield and select electric power infrastructure that supports DAF installations, and publicly available data on natural hazards.
Fighter Basing Options to Improve Access to Advanced Training Ranges

Fighter Basing Options to Improve Access to Advanced Training Ranges

The U. S. Air Force has determined that its fighter pilots do not currently have sufficient access to training ranges with airspace, threat emitters, targets, and electronic support measures capable of representing advanced potential adversaries. The authors explore squadron restationing and range upgrade options that can maximize access to advanced live training ranges while evaluating cost and risk measures associated with these options.
Air Force Installation Energy Assurance

Air Force mission success is increasingly dependent on assured access to electricity. A number of factors can interrupt supply of electric power, including natural disasters, accidents, and deliberate interference. The authors present a framework to assess energy assurance at Air Force installations.

This report explores the relationship between Air Force infrastructure management and mission capability and risk. The goal is to identify methodological approaches and data requirements for quantifying and articulating these links and enabling the Air Force to answer the question: What is the effect of funding infrastructure below stated requirements?

RAND researchers developed a framework and metrics for examining vulnerabilities, opportunities, and risks to U. S. transmission, storage, and distribution (TS&D) systems through 2030 under a range of uncertainties. They assessed major stresses on and opportunities in three TS&D systems: oil and refined-oil products, electric power, and natural gas. They also considered the resilience that these systems have to short-term shocks and disruptions.

This report serves as the technical documentation and reference document for the data, methods, and analytic approach used in the analysis of national exposures to infrastructure from natural disasters. The analysis includes 11 natural hazards and five infrastructure sectors. Analytic findings about current and future exposures of infrastructure in the United States drawn from this data analysis are documented in a separate report.

The U. S. Air Force manages any proposed significant changes and additions regarding the location of weapon systems and personnel through its strategic basing process. This report is an independent analysis of the Air Force s basing process and the quality of the underlying data. It seeks to inform decisionmakers on potential improvements to the data and assessment criteria used in making basing decisions."
