The 2018 National Defense Authorization Act required a federally funded research and development center to evaluate the Corporation for the Promotion of Rifle Practice and Firearms Safety, which administers the Civilian Marksmanship Program, in order to assess potential future transfers of excess firearms to the Corporation. This report summarizes the RAND Arroyo Center evaluation, with analyses of the discrete tasks in the legislative language.

This report describes the status quo in the U. S. blood system, explores a set of six specific research questions related to the sustainability of this system through analysis and discussion, and presents policy alternatives and recommendations that aim to improve blood system is sustainability. We employed a mixed-methods approach, blending insight from analyses of available data and from interviews and other interactions with stakeholders.

We describe the existing public cord blood bank system, assess current trends and economic relationships of key stakeholders, and provide recommendations to improve the economic sustainability of the system. We propose changes to the federal program to buttress banks' financial stability. We found a system valuable to society and worthy of public investment, especially to improve the genetic diversity and quality of the national inventory.
