Die Versorgungsforschung umfasst neben der wissenschaftlichen Durchdringung des Geschehens und der institutionellen organisatorischen Rahmenbedingungen der Patientenbetreuung auch den Anspruch, bei Identifikation von Schwachstellen Konzepte fur deren Behebung zu entwickeln. Soweit sich der jeweilige Forschungsgegenstand insbesondere auf die obere und mittlere Steuerungsebene der Gesundheitsversorgung bezieht, steht die Versorgungsforschung einer Politikberatung besonders nahe, da sie nur auf diese Weise eine Chance erhalt, in einer uberschaubaren Zeit wirksam beachtet zu werden. In einer Zeit, in der das Gesundheitswesen auf nahezu allen Ebenen dynamischen Steuerungsschritten unter institutioneller Beteiligung vieler Akteure unterliegt, stellt sich daher unter anderem die Frage, ob und wie die Stimme der Wissenschaft dabei so zur Geltung gelangt, dass ihre Erkenntnisse uber die tatsachlichen Grundlagen des Leistungsgeschehens und ihre Zusammenhange angemessen in die Steuerungsentscheidungen einfliessen. Wissenschaftliche Klarung bedarf der ergebnisoffenen Diskussion. Wenn die Versorgungsforschung sich nach allgemeiner Auffassung insbesondere dem lange vernachlassigten Bereich der Determinanten der sogenannten letzten Meile des Leistungsgeschehens verstarkt zuwenden soll, ist u.a. die Frage zu beantworten, wie ihre wissenschaftlichen Ertrage gezielt in notwendige politische Entscheidungsprozesse einfliessen konnen, um nicht z. B. durch Missachtung in die Bedeutungslosigkeit zu geraten. Dieses seit jeher vorgegebene Spannungsverhaltnis zwischen Wissenschaft und Politik stellt sich fur die Versorgungsforschung in besonderer Deutlichkeit.
