This study examined U. S. Department of Defense permanent change of station programs to determine the potential for savings that could accrue by increasing the amount of time between moves. The research reviewed current policies and investigated the potential for incentive programs to encourage servicemembers to stay longer at their current stations. Potential implementation of an auction program was also discussed.

The authors analyze the practice of tankering fuel, which seeks to lower total fuel costs by having aircraft carry excess fuel when traveling from locations where fuel is cheaper than it is at the destination. To determine whether savings might be achieved, historical flying patterns, fuel prices, and other factors are examined for the C-5, C-17, and C-130 aircraft.

The defense acquisition workforce includes both military and civilian personnel who provide a range of acquisition, technology, and logistics support (products and services). This report examines data from Defense Manpower Data Center files and draws from previous related RAND analyses to address questions about factors that affect personnel retention and career advancement in the civilian acquisition workforce.

To address urgent operational needs in a changing threat environment, this report examines one type of government acquisition method, called government strategic investment (GSI). Through a combination of case studies and economic modeling, this research will help government acquisition managers judge the suitability of strategic investment methods for motivating future government mission oriented innovation by private firms."
