An examination of requirements, principles from military theory, current doctrine, and commercial gaming practices points to solutions and changes to game mechanics to better incorporate the information environment into wargame planning, development, and play. Recommendations target wargame sponsors, wargame designers, and those who are responsible for procuring new tools and recruiting personnel to support wargaming.
Improving C2 and Situational Awareness for Operations in and Through the Information Environment
It is difficult to achieve command and control and situational awareness of the information environment (IE) because it is not a physical place. Although every military activity has informational aspects, the IE is often not effectively integrated into operational planning, doctrine, or processes. Addressing gaps and shortfalls will require a stronger understanding of the IE, associated concepts and capabilities, and roles and responsibilities.

Although there are compelling national security reasons to field a robust social media analysis capability, the U. S. Department of Defense must do so while navigating U. S. law and cultural norms and under conditions of great uncertainty. This report reviews the analytic approaches that will be most valuable for information operations, as well as legal, ethical, policy, technological, and training considerations.
Assessing and Evaluating Department of Defense Efforts to Inform, Influence, and Persuade
Assessing inform, influence, and persuade efforts has remained a challenge for the U. S. Department of Defense. In the process, it demonstrates core principles of effective assessment and best practices for developing assessments that can accurately measure progress toward campaign objectives and support decisionmaking.

Recent high-profile outbreaks such as Ebola and Zika have illustrated the transnational nature of infectious diseases. Countries that are most vulnerable to outbreaks may be higher priorities for technical support. RAND's Infectious Disease Vulnerability Index should help U. S. government and international agencies identify these countries and inform programming to preemptively mitigate the spread and effects of potential transnational outbreaks.

A key finding of previous RAND research on insurgencies worldwide since World War II was that an overall score on a scorecard of 15 equally weighted good and 11 equally weighted bad counterinsurgency factors and practices distinguished conflicts historical outcomes. Using the scorecard approach and an expert elicitation exercise, a RAND study sought to extend the findings to the case of Afghanistan in 2015."

Planning for each BPC effort carefully, assessing progress while the effort is in progress, and assessing results are all important to ensure that it meets U. S. goals and partner expectations. This report presents a framework intended to aid all these steps.

Welcome to Volume #1 of the Shahrazad short story anthology series In this small book, you will find stories as diverse as you could possibly imagine, all with the unifying theme of "Memory and Amnesia." I am very lucky to have talented writer friends both near and far who were willing to share their ideas on the subject. In these pages, you will meet a little girl who intentionally gets in trouble with her teacher in order to let her imagination run wild, a rather unusual living situation in a house that is more than a house, a man who explores his feelings and memories of a lost love through letter-writing, and much more. This is the first short story anthology by Shahrazad Press. For more information, please write to [email protected].

Despite the scope of the threat they pose to Mexico s security, violent drug-trafficking organizations are not well understood, and optimal strategies to combat them have not been identified. While there is no perfectly analogous case to Mexico s current security situation, historical case studies may offer lessons for policymakers as they cope with challenges related to violence and corruption in that country."

Despite the scope of the threat they pose to Mexico s security, violent drug-trafficking organizations are not well understood, and optimal strategies to combat them have not been identified. While there is no perfectly analogous case from history, Mexico stands to benefit from historical lessons and efforts that were correlated with improvement in countries facing similar challenges related to violence and corruption."

A comprehensive review of historical insurgencies that ended in settlement after a military stalemate shows that these negotiations followed a similar path that can be generalized into a master narrative of seven steps executed in a common sequence. Such a narrative could help guide and assess the progress of a similar approach to resolving the conflict in Afghanistan as U. S. forces prepare to withdraw."
