David L. McKee

This book is essential for students and practitioners in accounting, international business, finance, and economics. In a straightforward and readable style, it focuses on the changing accounting and auditing standards in national and global economies in the post-Enron/Arthur Andersen era. The authors clarify the reasons behind and consequences of the accounting profession's failure in auditing and self-regulation, as most firms placed consulting profits ahead of public audit duties. They show how Sarbanes-Oxley solutions, while not perfect, are major contributors to the profession's redemption, and have enabled it to rise to new heights of service and revenue. The book offers a detailed examination of accounting practitioners' past challenges and future prospects. It provides a realistic analysis of specific issues facing accounting and auditing firms today, including the growing problem of independence; the need for one set of international accounting standards and one set of auditing standards; adjustments facing the global financial system; and the impact of the Internet and communication systems on accounting firms.

The authors bring the disciplines of accounting and economics to bear on an examination of the critical role played by the major accounting firms in the ongoing economic recovery of Pacific Rim nations from the Asian financial crisis of the late 1990s. Accounting firms, through their service offerings, are having an impact not only on economic indicators, but also on longer-term growth prospects and development patterns in the newly industrialized nations of Southeast Asia (Hong Kong, Singapore, South Korea, and Taiwan), emerging nations (Malaysia, Thailand, the Philippines, and Indonesia) and selected Pacific island nations (including Papua New Guinea, Fiji, and Vanuatu). For practitioners in the private and public sectors and their academic colleagues. Demonstrating the full extent of the influence of global accounting firms on Pacific economies, the authors provide an overview of domestic accounting institutions for each grouping of nations in order to lend valuable context to the discussion of the role of international services firms in each individual jurisdiction. For those whose work or academic accounting services in Southeast Asia, or the role in the region of the World Bank, the International Monetary Fund, and various regional development banks and United Nations agencies.

The new global climate of free enterprise has brought with it a proliferation of offshore financial centers that presumably have important roles to play in the emergent global economy. The air of secrecy that appears to pervade the activities of offshore financial centers may well slant or obscure any real understanding of the functions of such centers. The authors investigate the role of major international accounting firms and their services in the processes of business facilitation in the locations that host these centers. By focusing the investigation upon the role of the accounting firms in offshore financial centers, the authors gain a better grasp of the real or potential impacts of the firms in the global economy and in the jurisdictions that host them. Not only do the authors provide a detailed assessment of what the major accounting firms are actually doing in the centers, but they point out what attributes are needed by jurisdictions hoping to succeed as offshore financial centers. The centers included are Antigua, Barbuda, the Bahamas, Barbados, Bermuda, the Cayman Islands, the Channel Islands, the Isle of Man, Gibraltar, Malta, Cyprus, Bahrain, the United Arab Emirates, Mauritius, the Seychelles, Singapore, and Vanuatu. The authors describe the legal and institutional environments facing business operations in general and the accounting firms in particular in offshore financial centers. By studying these operations, it should show what they are doing in terms of facilitating the international activities that flow through such centers. It should also add to the understanding of the potential that offshore activities have as vehicles for development in small emerging economies. This study should be of interest to a wide range of business disciplines, as well as governmental agencies in advanced and emerging nations, international agencies such as regional development banks, and accountants and the international financial community.

In an international economy where increasing attention is being focused upon global linkages, this book offers unique insights into the role that services provided by major international accounting firms are playing in such linkages and domestic expansion as a selection of Islamic economies in the Middle East. Highlighting Egypt, Saudia Arabia, Turkey, and the small gulf states, this book explores the issues and trends in regional growth and change. It provides a unique overview or assessment of how the accounting firms, through their service offerings, impact international linkages and developmental prospects in the Islamic nations that are featured.

The Caribbean basin region has experienced many economic changes in the new global environment. The islands' business enterprises must function effectively if they are to improve the commercial position of the region's individual economies. This book examines the role producer services, specifically the major accounting firms, play in the sustainability and expansion of the Caribbean basin economies. The first part establishes the frame of reference for the book. A specific and detailed review of accounting services provided throughout the region follows. The third chapter describes the legal and institutional parameters facing accounting practice in the basin. The last section summarizes the general roles of services as they grow and change as well as the economic impact of accounting services.

A combination of economic knowledge and accounting expertise provides a better understanding of problems of change within certain Pacific Basin nations. The role of accounting services firms in producing international linkage needed as a foundation for economic growth is described. An understanding of the impact of these firms on business operations among the nations of the Pacific Basin is provided. The focus is on the growth prospects for the accounting services firms in various area nations.

Those concerned with growth and development at national or local levels must pay significantly more attention to the physical structure of urban settings which house many of the leading sectors of the economies of nations. These metropolitan areas must retain the flexibility necessary to meet the needs of an ever-changing mix of activities. Structural, environmental, and economic concerns are brought together to help the reader better understand the problems and identify solutions. This work will be of interest to those economists, environmentalists, sociologists, and practitioners concerned with growth, change, and the environment in urban settings, as well as planning and development agencies in Third World settings.

The advances in transportation and communications have caused and supported the emergence of a global economy. The small economies are especially attractive to multinational companies for siting of production facilities because of lower costs and friendlier governmental attitudes. The emerging international economy has had an impact on third world countries in many ways. In general, international linkages and local economic sovereignty are inversely related. However, participation in the international economy is needed to balance the import/export flow used to improve the conditions in the smaller countries. Although external economic linkages are not risk-free, it appears that a certain amount of foreign involvement is necessary for successful economic development and improvement of conditions for small emerging nations. This work uses the Caribbean nations as a laboratory to show the various aspects of international linkages. This is especially appropriate because of the proximity of these countries to the North American markets.

This book provides an understanding of the role of accounting services and the major multinational firms which supply them in the processes of economic expansion in the international economy and, more specifically, in the Third World. The study is unique in that it supplies both accounting and economic expertise. Special features include a discussion of the growing role and impact of various accounting consulting services. In addition, it provides an analysis of the role of technology and a discussion of accounting in the context of multinational corporations. The book also offers important insights about accounting services for policies geared to economic development. This study will appeal to professional and academic development specialists, economists, public administration specialists concerned with Third World development, and academics and practitioners in international business and accounting.

With contributions by experts in economics, geography, marketing, agriculture, business, international affairs and more, this book addresses the extent and gravity of the current environmental situation. From toxic industrial and medical waste to acid rain and radioactive waste, from the Alaskan oil spill to the continuing destruction of the rain forests, McKee's focus is on economic welfare. He points out that public and private issues regarding environmental problems have been limited to crisis response. The contributions he has chosen for this volume clarify key issues for formulating policy options toward long-range economic welfare. The book includes an assessment of environmental policy during the Reagan administration and position statements by a prominent oil executive and a leading environmental conservationist. Other topics covered include: ethics and environmental restraint; financing the clean-up of hazardous waste; the impact of environmental regulation on plant location; solid waste disposal; environmental damage and national security; the decomissioning of nuclear facilities; the greenhouse effect; environmental constraints on economic diversification in small economies; and transboundary issues facing Canada and the United States. This work provides a valuable overview for those concerned with the economic aspects of energy, and the environment, including policy-makers in business, government, and academia.

Throughout this century, economics as a discipline has not always been distinguished by its insightful treatment of temporal and spatial considerations. The exponents of neoclassical synthesis have often been criticized for failing to incorporate the dimension of time into their machinations, and while the concept of space has fared somewhat better, it still suffers from semantic debate. Structural and/or sectoral considerations have also been lacking, either encumbered by polemics or confounded by the inherited simplicities of the stage theorists. This work, which applies the analytical system of Joseph Schumpeter to spatial and structural dimensions, attempts to explain the role played by change in profit-seeking economies. Following an introductory chapter that offers a brief description of the Schumpeterian dialectic and its explanation of how change occurs over time under capitalism, the book is divided into three main secions. The first addresses spatial considerations, covering ways in which Schumpeter's analysis can be applied to local and regional contexts in advanced economies; the dialectic in international economic processes, particularly the effect of multinational businesses on individual economies; and development prospects for Third World nations. Section two focuses on the structural dimension, specifically the emergence of service industries and Schumpeter's fears for the survival of capitalism. A hybrid overview of pole theory is also included. The final section offers reflections and a summary, and includes an assessment of the role of government in aiding or impeding change and an illustration of what governments can and cannot do to change their economies in the face of automatic capitalistic processes. This work will be a valuable reference source for courses in economic theory, economic policy, and political science as well as a useful addition to college, university, and public libraries.

This volume fills a gap in the literature by analyzing basic issues in development economics as they affect a particular type of Third World nation - small island economies. Using practical examples from the Caribbean Basin and the South Pacific, the authors examine in depth structural and employment issues, demographic and socioeconomic issues, and environmental and natural resource issues. Their aim throughout is to identify and assess the particular and unique development problems faced by small island economies so that effective policies can be derived that will more accurately reflect socioeconomic realities in these areas. Following an introductory overview, the authors discuss the role of staple exports in the economic well being of small island economies as well as issues relating to manufacturing and service sector activities and the structural and employment impacts of tourism. In Part Two, they turn to an exploration of demographic and socioeconomic issues including the effects of urbanization on the development process, the implications of migration from and between small island nations, the brain drain problem, and the relationship between criminal activity and development. Part Three shifts the focus from people-oriented issues to concerns related to agriculture and resource utilization. Separate chapters address agriculture in the developmental mix, the use of fisheries, forest resources, minerals, and conservation issues. The final section looks at the international considerations raised by the study and outlines the policy implications of the authors' findings. Students of development economics, international trade, and finance will find this an invaluable contribution to the greater understanding of the specific development problems faced by small island economies.

This volume examines the role that the service economy can play in those third world countries lacking in traditional manufacturing industries. Analyzing service industries in third world economies, the author has put together the first work on this important world-wide economic trend. Professionals and academics in the fields of economics--political, developmental, labor, industrial and third world--will gain an understanding of how services provide developmental opportunities in third world host nations, and at the same time link those nations more closely to the international economy.
