Is transparency a necessary condition to build and restore citizen and civil society trust in governance and democracy? Throughout Europe, there is a growing demand for effective forms of citizen engagement and decentralisation in policy-making to increase trust and engage increasingly diverse populations. This volume addresses the relationship between trust and transparency in the context of multi-level governance. Drawing on fieldwork from the UK, France and Germany, this comparative analysis examines different efforts to build trust between key actors involved in decision-making at the sub-national level. It outlines the challenges of delivering this agenda and explores the paradox that trust might require transparency, yet in some instances transparency may undermine trust.

Inhaltlich unver nderte Neuauflage. Gro e Euphorie herrschte nachdem der Konvent zur Zukunft Europas seine Arbeit aufnahm und sich nichts Geringeres vornahm, als eine Verfassung f r Europa zu erarbeiten. Diese Verfassung sollte die in den Regierungs-konferenzen in Amsterdam und Nizza offen gebliebenen Machtfragen der EU beantworten. Diesmal sollten sie nicht durch zwischenstaatliche Verhandlun-gen gel st werden, sondern durch bessere Argumente. Der Konvent sollte nach eigenem Anspruch ein Forum zum Austausch bieten. Ist der Konvent diesen hohen Anspr chen gerecht geworden? War der Konvent wirklich ein Forum, auf dem um bessere Argumente f r die Machtverteilung in der EU gerungen wurde? Dieses Buch betrachtet die einzelnen Beitr ge der Mit-glie-der des Konvents, um die Frage zu beantworten, ob um das bessere Argu-ment gerungen wurde oder ob die Verfassung nicht doch im Stile der Regierungskonferenzen ausgehandelt wurde. An den Beitr gen der einzelnen Konventmitglieder k nnen Wissenschaftler, Politiker und Europa-Interessierte sehen, wie sich der Konvent Schritt f r Schritt wieder in eine Verhandlung zwischen Regierungen ver nderte.
