This book is the outcome of a Development Studies Association Workshop on Technology that we convened in Queen Elizabeth House in March 1980. In the 1960s and 1970s most research on technology in poor countries was directed at the question of the labour or capital intensity of production technique (sometimes described as the 'neo-classical' question). The collection of essays raises questions as much as it provides answers: but in so doing it provides a comprehensive introduction to the major new topics which are of substantial concern to those working on issues of technology and development.

This book presents papers on the recycling of funds from surplus to deficit countries; stabilizing the existing International Financial System; securing an adequate level of investment return for surplus countries; the role of the special drawing rights; and mineral and energy financing.

This book explores the effects of macro-policies and determines which policies have best promoted appropriate technology in developing countries. It explores the political economy of macro-policies, examining which groups in society are likely to benefit from alternative policies and technologies.

Human Development has been advocated as the prime development goal since 1990, when the publication of the first UNDP Human Development Report proposed that development should improve the lives people lead in multiple dimensions instead of primarily pursuing economic growth. This approach forms the foundation of Advancing Human Development: Theory and Practice. It traces the evolution of approaches to development, showing how the Human Development approach emerged as a consequence of defects in earlier strategies. Advancing Human Development argues that Human Development is superior to measures of societal happiness. It investigates the determinants of success and failure in Human Development across countries over the past forty years, taking a multidimensional approach to point to the importance of social institutions and social capabilities as essential aspects of change. It analyses political conditions underlying the performance of Human Development, and surveys global progress in multiple dimensions such as life expectancy, infant mortality, and education and outcomes, whilst reflecting on dimensions which have worsened over time, such as rising inequality and declining environmental conditions. These deteriorating conditions inform Advancing Human Development's account of the challenges to the Human Development approach, covering the insufficient attention paid to macroeconomic conditions and the economic structure needed for sustained success.

Adjustment and Poverty: Options and Choices examines the major causes and results of this situation, including: *the relationship between structural adjustment and poverty; *the extent to which the situation was brought about by internal and/or external policies; *the impact of the IMF and World Bank on adjusting countries; *government tax and spending policies - with a particular focus on social sector spending; *the possiblity of better policies in the future.
