Nach dem Ende des Zweiten Weltkriegs gelangte man in Frankreich zu der Einsicht, dass Sicherheit vor einer deutschen Aggression nur durch die Umerziehung der deutschen Bevoelkerung zu erreichen war. Kulturpolitik als Mittel dieser Umerziehung spielte daher neben Sicherheits- und Wirtschaftspolitik eine wichtige Rolle. Neben der Umerziehung der deutschen Bevoelkerung ging es den Franzosen auch darum, franzoesische Kultur mit Hilfe von Kunstausstellungen, Filmen und Theaterstucken in ihrer Besatzungszone bekannt zu machen.
