What is the current state of urban security in Europe in the context of the increased freedom of movement of people, goods and services across national borders, an increasingly austere economic climate and consequent pressures on governing capacity in European cities? Crime prevention policy developed in Europe as a response to the perceived the perceived rise of transnational threats to the security of urban populations. This book examines the concept of ‘urban security’ in a European context, tracing the origins of the problem in public policy discourse through to the desire of the European Union to create an ‘area of freedom, security and justice’ amongst member states. Written by experts in the field and based on extensive research across Europe, this book argues that the social science has a major contribution to make to this policy discourse in corroborating, criticising and adapting its conception of the problems, responsibilities and expertise entailed in urban security and constituting its smarter governance in an age of austerity.

This book makes an original contribution to reconnecting criminological inquiry to the core concerns of the classical sociological imagination and to the intellectual resources of comparative and historical sociology. Throughout the book Hughes challenges the long-standing division of labour in criminology and sociology more generally between ‘theory’, ‘method’ and ‘research’. Accordingly, the author’s concerns here are as much about the craft and working methods of being a sociological criminologist as it is about theory and concepts. In the first half of the book, the key conceptual and methodological premises of the classical sociological tradition are outlined and the latter’s potential for revitalizing contemporary criminological research-theorizing are assessed. These chapters also address the debate regarding the relationship between crime and violence, and that of modernity and the Western ‘civilizing process’. In the second half of the book, three areas of current criminological inquiry are explored through the lens of the long-term, process-oriented and radically relational perspective of contemporary Weberian and Eliasian scholarship. Among the areas of comparative investigation explored here are street crime, gangs and urban violence, genocide and murderous ethnic cleansing, warfare, colonialism and human rights. Written in a clear and direct style this book will appeal to students and scholars of criminology, sociology and all those interested in what a sociological lens brings to the practices of contemporary criminology.

Robert Delaunay was one of the leading artists working in Paris in the early decades of the twentieth century, and his paintings have been admired ever since as among the earliest purely abstract works. With Resisting Abstraction, the first English-language study of Delaunay in more than thirty years, Gordon Hughes mounts a powerful argument that Delaunay was not only one of the earliest artists to tackle abstraction, but the only artist to present his abstraction as a response to new scientific theories of vision. The colorful, optically driven canvases that Delaunay produced, Hughes shows, set him apart from the more ethereal abstraction of contemporaries like Kandinsky, Mondrian, Kazimir Malevich, and Frantisek Kupka. In fact, Delaunay emphatically rejected the spiritual motivations and idealism of that group, rooting his work instead in contemporary science and optics. By 1998 only one country, Poland (which embarked on economic reform before the rest of the region), had reestablished sustained economic growth and surpassed the pretransition level of real gross domestic product (GDP).' - From 'Economic Reform and Environmental Performance in Transition Economies' Most global economy and environmental watchers expect the transition to a market economy to yield environmental benefits. The changing incentives that a market economy introduces should foster more efficient production, better use of resources, and increased community input. The advanced reformers of the Central and Eastern European (CEE) countries proved this to be the case. They improved energy efficiency and reduced emissions intensity of pollutants. The slower-reforming countries of the Newly Independent States (NIS) also experienced lower pollution. However, that downturn coincided with the economic decline, which shut down many major polluters. This report reviews progress in environmental trends since transition began. It looks at air and water pollution and health indicators in the trends and in light of the environmental issues identified in the Environmental Action Programme for Central and Eastern Europe. It continues and builds on the World Bank's work in analyzing the environmental effects of transition, restructuring, and privatization with a view to identifying priority areas for investment and policy initiatives. The report will interest environmental policy makers and practitioners.
