This report summarizes the findings of research on U. S. and other armed forces' capabilities in the Arctic, the extent to which non-U. S. entities are operating where U. S. forces cannot, and how those operations might affect U. S. national interests. The authors found that the United States is lacking in capacity and, to a lesser extent, capability and that this creates risk for U. S. security.

The U. S. Department of Defense (DoD) is investing heavily in the development of machine learning (ML) algorithms to assist in many decisionmaking processes. This report provides policymakers and developers of ML algorithms with a framework and tools to produce algorithms for personnel management that are consistent with DoD's equity priorities.

Climate hazards adversely affect the physical environment in which the U. S. Department of Defense must operate, thereby adversely affecting the performance of the joint force. Acknowledging that climate effects will likely become more severe as global temperatures rise, the authors of this report discuss findings from a study they conducted to develop links between climate and force readiness.
