The 2018 National Defense Authorization Act required a federally funded research and development center to evaluate the Corporation for the Promotion of Rifle Practice and Firearms Safety, which administers the Civilian Marksmanship Program, in order to assess potential future transfers of excess firearms to the Corporation. This report summarizes the RAND Arroyo Center evaluation, with analyses of the discrete tasks in the legislative language.

RAND Arroyo Center explored how the U. S. Army might need to adapt its personnel management policies and practices to support the Regionally Aligned Forces concept. Authors estimated the scope and scale of the requirement for regional expertise; modeled the Army s current ability to produce soldiers with the required expertise; and identified changes to the personnel management system to develop and match such soldiers with appropriate positions."

This report characterizes legal, policy, practice, and cost implications of U. S. Department of Defense options to comply with new congressional requirements to allow service academy cadets and midshipmen who become parents to retain their parental rights. The authors also recommend changes to military policies and practices that could help these student-parents better care for their children, succeed in school, and become exemplary officers.

This report identifies emerging policy lessons regarding the use of, and reforms to, the U. S. Army's Reserve Components (RCs) as an operational reserve derived from analyses of their contributions to Operations Enduring Freedom, Iraqi Freedom, New Dawn, and other recent contingency operations. These lessons can be applied to sustain the readiness of the U. S. Army Reserve and Army National Guard in future contingencies.

This analysis modeled the Army's ability to increase ("regenerate") its active component (AC) end strength over a five-year period in two scenarios--starting from a Total Army of 980,000 (450,000 AC) and starting from a Total Army of 920,000 (420,000 AC)--so that the Army could provide the number of deployable troops available at the end of the last conflict in 2010.

NASA's Aeronautics Research Mission Directorate is working to expand flight research in order to advance the maturation and demonstrate the application of new aeronautics concepts and technologies over the next ten years. It therefore asked RAND to assess flight research capabilities and needs, identify any gaps, and develop management options that would facilitate increased and improved flight research.

The U. S. Department of Defense (DoD) sought to determine whether any administrative activities paid for with funding that was not congressionally appropriated could be consolidated and, if so, whether consolidation would save costs. A DoD task force listed several areas for improvement, ranging from contracting to information technology. RAND reviewed the work of the task force and assessed specific recommendations."

This study compared the Applied Behavior Analysis benefit provided by TRICARE as an early intervention for autism spectrum disorder with similar benefits in Medicaid and commercial health insurance plans. The study focused on comparing a proposed TRICARE reimbursement rate decrease from $125 per hour to $68 per hour for such services performed by a Board Certified Behavior Analyst to reimbursement rates in other plans.
