Professor Tinbergen presents a number of econometric models which overturn many long-held beliefs about the relationship between military policy and development co-operation. His findings demonstrate that in order to achieve reasonable targets of welfare and security, military expenditure should be considerably reduced with development assistance being increased by amounts of the same order.

1.1 Der Untersuchungsgegenstand dieses Buches Gegenstand dieses Buches ist die Analyse von bereits von anderen Autoren oder Institutionen veröffentlichten Zahlen zur Einkommensverteilung. Die Anlayse orientiert sich dabei an 3 Fragenkomplexen: 1. Wie lassen sich Ungleichheiten in der Einkommensverteilung in ent­ wickelten Ländern erklären? 2. Wie kann man diese Ungleichheiten reduzieren? 3. Welches sind die Zielvorstellungen, an denen sich Maßnahmen zur Reduzierung von Ungleichheiten in der Einkommensverteilung zu orien­ tieren haben? Der Weg, auf dem diese Fragen angegangen werden, läßt sich anband des Inhaltsverzeichnisses nachverfolgen. Um was es geht, kann auch durch einen Negativkatalog all dessen, was der Leser in diesem Buch vermissen wird, umschrieben werden. Folgende Themen werden nicht abgehandelt: a) eine kritische Würdigung der Verfahren, nach denen die jeweiligen Autoren ihr statistisches Ausgangsmaterial aufbereitet haben; b) die weitreichende Frage nach der bestmöglichen Sozialordnung, in die die optimale Einkommensverteilung eingebettet ist; c) die Einkommensverteilung in Entwicklungsländern - ein Untersu­ chungsgebiet, in dem v. a. Irma Adelman und Cynthia Taft Morris Pio­ nierarbeit geleistet haben. Das Ausklammern dieser Fragestellungen bedeutet jedoch nicht, daß jeder Zusammenhang mit ihnen vollständig außer Acht gelassen wird. Es bedeutet noch weniger, daß den Themenkreisen a. - c. eine geringere Be­ deutung zugemessen wird. Auf ihre Behandlung wird lediglich deshalb verzichtet, weil das begrenzte Vorhaben dieses Buches auch innerhalb des eingangs abgesteckten Rahmens durchführbar erscheint. Weiterhin impliziert die Ausklammerung von b., daß der Rolle von Kapitaleinkom­ men und -gewinnen so gut wie keine Aufmerksamkeit gewidmetwurde.

Das Projekt "Reform der internationalen Ordnung" (RIO) geht auf eine Initiative des Exekuiivausschusses des Club of Rome, insbesondere seines Prasidenten, Dr. Aurelio Peccei, zurUck. Diese Initiative war eine Folge des "Salzburger Treffen(s)" vom Februar 1974, auf dem der mexikanische Prasident Echeverria vehement fUr die Vorschlage eintrat, die in der "Charta der wirtschaftlichen Rechte und Pflichten der Staaten" und in den von der 6. Sondersitzung der Vollversammlung der Ver- einten Nationen angenommenen Resolutionen niedergelegt sind. In Anbetracht der Bedeutung der UN-Resolutionen und der Charta, aber auch wegen ihrer Unbe- stimmtheit und wegen der kontroversen Behandlung der von ihnen aufgegriffenen Probleme, machte mir Dr. Peccei den Vorschlag, eine Arbeitsgruppe von Experten zusammenzustellen und zu leiten, die in der Lage ware, der folgenden Frage nach- zugehen: Welche neue internationale OrdnuI)g soUte den Staatsmannern und geseU- schaftlichen Gruppierungen dieser Welt empfohlen werden, urn in praktikabler und realistischer Weise den dringenden Bediirfnissen der heutigen Bevolkerung und den wahrscheinlichen Bediirfnissen der kiinftigen Generationen zu entsprechen? Eine Antwort auf diese Frage, die zwangslaufig nur ein Versuch sein kann, wird auf den folgenden Seiten gegeben. Die Arbeit der Gruppe wurde durch die groGziigige finan- zieUe Unterstiitzung des niederlandischen Ministers fiir wirtschaftliche Zusammen- arbeit, Jan Pronk, ermoglicht. Aber weder der Club of Rome noch die niederlan- dische Regierung erlegten der Gruppe irgendwelche Restriktionen auf. Sie war in der Formulierung ihrer Ansichten vollig frei. Die Gru ppe setzte sich aus 21 Experten (vgl. Kasten) aus einer Vielzahl von Landern, GeseUschaftssystemen und Funktionen zusammen.
