This book examines Norway’s affiliation to the EU and systematically assesses the potential suitability of this arrangement for the UK as a viable EU affiliation post-Brexit. Framing the book within the framework of the broader European context, the authors ask how much autonomy and room to manoeuvre tightly integrated non-member states have under this arrangement. They present an in-depth assessment of Norway’s close EU affiliation and provide insight into what this may reveal to us about the post-Brexit European political order. The book’s analytical framework centred on autonomy under complex interdependence has relevance well beyond the confines of the Norway case. This includes the UK, not least since the EU–UK Trade and Cooperation Agreement (TCA) leaves considerable uncertainty. It contains transitory elements; there will be implementation reviews, and there may be many more bilateral and multilateral agreements before the trade relationship is fully defined. This book will be of key interest to scholars and students of European Union politics, Norwegian politics, British politics, European integration, and, more broadly, to European studies and international relations.

This Element introduces the theory of segmented polity to address the misfit between dominant state-centric political theories and the hybrid realities of contemporary governance. Segmented polities are contested, partial, and constrained but nonetheless develop autonomous policymaking capacities and distinct social constituencies. The EU exemplifies this form, blending supranational and intergovernmental traits within a statist political order. Grounded in organization theory and institutionalism, the Element provides empirical analysis of the internal market and security segments showing how segmented polities operate across functional domains and generate bounded epistemic communities. While enabling policy efficiency, they also exhibit democratic deficits. The Element presents segmented polities as evolutionary responses to governance complexity and outlines implications for political science, international relations, European integration theory, and democracy studies, and proposes a research agenda focused on longitudinal, actor-based, and comparative studies of polity segmentation beyond the EU. This title is also available as Open Access on Cambridge Core.

This book examines the transformation of the administrative state, since it was first coined by Dwight Waldo seventy years ago. Empirically, the book assesses how the administrative state is facing endogenous reforms through administrative devolution, as well as exogenous shifts by the rise of multilevel administrative systems and international bureaucracy. Facing dual shifts, the book offers a comprehensive analysis of how the administrative state handles three interconnected challenges: first, a need for innovation and reform, as well as stability and robustness; second, administrative autonomy among regulatory bodies, as well as political leadership and democratic accountability; and third, nation-state sovereignty and international collaboration. It also highlights the robust character of the administrative state by demonstrating profound stability in public governance even during times of profound turbulence. It will appeal to scholars and students of public policy, public administration and global governance, as well as practitioners interested in new developments in public governance.

This Element aims to build, promote, and consolidate a new social science research agenda by defining and exploring the concepts of turbulence and robustness, and subsequently demonstrating the need for robust governance in turbulent times. Turbulence refers to the unpredictable dynamics that public governance is currently facing in the wake of the financial crisis, the refugee crisis, the COVID-19 pandemic, the inflation crisis etc. The heightened societal turbulence calls for robust governance aiming to maintain core functions, goals and values by means of flexibly adapting and proactively innovating the modus operandi of the public sector. This Element identifies a broad repertoire of robustness strategies that public governors may use and combine to respond robustly to turbulence. This title is also available as Open Access on Cambridge Core.

An Organizational Approach to Public Governance

An Organizational Approach to Public Governance

Climate change, economic crises, migration, and terrorism are among the many problems that challenge public governance in modern societies. Many of these problems are spanning political and administrative units; horizontally, vertically, and both. This makes public governance particularly challenging and turbulent. Since public governance mainly takes place through public organizations, like international organizations, ministries, and regulatory agencies, this book examines what difference organizational factors make in the governance process. The volume launches a general organizational approach to public governance. It outlines key theoretical dimensions that cut across governance structures and processes horizontally as well as vertically, thus paving the way for integrating separate empirical analyses into a coherent theoretical whole. Moreover, the organizational (independent) variables outlined in this book represent classical dimensions in the organization literature that are generic in character. This allows for generalizations across time and space. The volume also examines (organizational) design implications: By building systematic knowledge on how organizational factors shape governance processes on the one hand, and how organizational factors themselves might be deliberately changed on the other, the book offers a knowledge base for organizational design.
Sentralforvaltningen

This book, available in paperback for the first time, introduces international bureaucracy as a key field of study for public administration and also rediscovers it as an essential ingredient in the study of international organisations. To what extent, how and why do international bureaucracies challenge and supplement the inherent Westphalian intergovernmental order based on territorial sovereignty? To what extent, how and why do international bureaucracies supplement the existing international intergovernmental order with a multi-dimensional international order subjugated by a compound set of decision-making dynamics? International bureaucracies constitute a distinct and increasingly important feature of public administration studies. However, the role of international bureaucracies has been largely neglected in most social science sub-disciplines. This book takes a first step into a third generation of international organisation (IO) studies.

An Emergent European Executive Order

An Emergent European Executive Order

Jarle Trondal

Oxford University Press
2010
sidottu
This book poses two pertinent questions: First, if a European executive order is emerging, how can we empirically see it? Second, if a European executive order is emerging, how can we explain everyday decision-making processes within it? The goal of this book is two-fold: First, it identifies key institutional components of an emergent European executive order. The nucleus of this order is the European Commission. The Commission, however, is increasingly supplemented by a mushrooming parallel administration of EU-level agencies and EU committees. This book provides fresh empirical survey and interview data on the everyday decision-making behaviour, role perceptions, and identities among European civil servants who participate within these institutions. Secondly, this book claims and empirically substantiates that an emergent European executive order is a compound executive order balancing a limited set of key decision-making dynamics. One message of this book is that an emergent European executive order consists of a compound set of supranational, departmental, epistemic, and intergovernmental decision-making dynamics. Arguably, a compound European executive order transforms the inherent Westphalian order to the extent that intergovernmentalism is transcended and supplemented by a multidimensional mix of supranational, departmental and/or epistemic dynamics. This book also theoretically explores conditions under which these decision-making dynamics gain prevalence. It is argued that the decision-making dynamics emerging within an emergent European executive order are conditioned by the formal organisation of its composite parts and by the patterns of social interaction that emerge among its civil servants. Political processes and political systems can neither be adequately understood nor explained without including the organisational dimension of executive orders.
