After the Washington Consensus – Restarting Growth and Reform in Latin America

After the Washington Consensus – Restarting Growth and Reform in Latin America

Pedro–pablo Kuczynski; John Williamson

The Peterson Institute for International Economics
2003
nidottu
This volume is a successor of sorts to the Institute's 1986 volume Toward Renewed Economic Growth in Latin America, which blazed the trail for the market-oriented economic reforms that were adopted in Latin America in the subsequent years. It again presents the work of a group of leading Latin American economists who were asked to think about the nature of the economic policy agenda that the region should be pursuing after a decade that was punctuated by crises, achieved disappointingly slow growth, and saw no improvement in the region's highly skewed income distribution. The study diagnoses the first-generation (liberalizing and stabilizing) reforms that are still lacking, the complementary second-generation (institutional) reforms that are necessary to provide the institutional infrastructure of a market economy with an egalitarian bias, and the new initiatives that are needed to crisis-proof the economies of the region to end its perpetual series of crises. Contributors: Daniel Artana, Nancy Birdsall, Roberto Bouzas, Saul Keifman, Pedro-Pablo Kuczynski, Ricardo Lopez Murphy, Claudio de Moura Castro, Fernando Navajas, Patricio Navia, Liliana Rojas-Suarez, Jaime Saavedra, Miguel Szekely, Andres Velasco, John Williamson, and Laurence Wolff.
Dollar Overvaluation and the World Economy

Dollar Overvaluation and the World Economy

The dollar rose by about 35 percent in real terms from 1995 through the end of 2001, supporting the booming US economy of the late 1990s but pushing the current account deficit to a record high of almost 5 percent of GDP. This special report provides alternative views of how large a dollar depreciation would be needed to restore a sustainable position (Jim O'Neill, Michael Rosenberg, and Catherine Mann), analyzes the impact of currency misalignments on each of the three major economies (Martin Baily for the United States, William Cline for Japan, and Daniel Gros for Euroland), and discusses the role of exchange market intervention in addressing the issues (Kathryn Dominguez, Edwin M. Truman, and Ernest Preeg).
Delivering on Debt Relief – From IMF Gold to a New Aid Architecture

Delivering on Debt Relief – From IMF Gold to a New Aid Architecture

This study brings readers up to date on the complicated and controversial subject of debt relief for the poorest countries of the world. What has actually been achieved? Has debt relief provided truly additional resources to fight poverty? How will the design and timing of the "enhanced Heavily Indebted Poor Country (HIPC) initiative" affect the development prospects of the world's poorest countries and their people? The study then moves on to address several broader policy questions: Is debt relief a step toward more efficient and equitable government spending, building better institutions, and attracting productive private investment in the poorest countries? Who pays for debt relief? Is there a case for further relief? Most important, how can the case for debt relief be sustained in a broader effort to combat poverty in the poorest countries?

Exchange Rate Regimes for Emerging Markets – Reviving the Intermediate Option

Exchange Rate Regimes for Emerging Markets – Reviving the Intermediate Option

John Williamson

The Peterson Institute for International Economics
2000
nidottu
In the aftermath of the Asian/global financial crises of 1997-98, how should emerging markets now structure their exchange rate systemsto prevent new crises from occurring? This study challengescurrent orthodoxy by advocating the revival of intermediate exchangerate regimes. In so doing, Williamson presents a reasoned challenge tothe new prevailing attitude that claims that all countries involved in the international capital markets need to polarize to one of the extreme regimes (to a fixed rate with either a currency board or dollarization, or to a lightly-managed float). He concludes that although there is some truth in the allegation that intermediate regimes are vulnerable to speculative crises, they still offer offsetting advantages. He also contends that it would be possible to redesign them to be more flexible so as to reduce their vulnerability to crises.
Teacher Education in the Asia-Pacific Region

Teacher Education in the Asia-Pacific Region

This book investigates the relationships between education and national development in an area of the world where both have acquired considerable importance. It questions assumptions which view education primarily as a direct investment in human capital and approaches which measure the efficacy of educational provision solely in terms of quantifiable differences between inputs and outputs. Unlike most of the more general works in this field, it does not set out either to confirm or to refute a particular theory. Instead, the main perspectives which have been adopted to explain the role of education in development are explored. The role of education in the development of eight societies in East Asia, including Japan, Hong Kong, Singapore, Taiwan, South Korea, Malaysia, Macau, and the People's Republic of China, is examined. These societies are compared in order to highlight the diverse and complex role played by education in their development.
The Crawling Band as an Exchange Rate Regime – Lessons from Chile, Colombia, and Israel

The Crawling Band as an Exchange Rate Regime – Lessons from Chile, Colombia, and Israel

John Williamson

The Peterson Institute for International Economics
1996
nidottu
This study examines in detail the experiences of three countries that have in recent years operated exchange rate systems of "crawling bands," similar in spirit to the target zones that the author has recommended in the past. Williamson compares the succcessful experiences of 3 countries that have operated crawling bands with 15 similar countries and concludes that the crawling band exchange-rate policy has been an important element in their success. The study includes a manual for managing crawling bands.
What Role for Currency Boards?

What Role for Currency Boards?

John Williamson

The Peterson Institute for International Economics

To help overcome its financial crisis, Russia is being urged to create a currency board, which has met with success in other countries such as Argentina, Estonia, and Hong Kong. This study explains what a currency board is and how it differs from a central bank, and examines the advantages and disadvantages of each type of arrangement. The author concludes that currency boards may be quite attractive to small, open economies and a useful prop in those emerging from a very deep macroeconomic crisis, but that their disadvantages outweigh these attractions in most large countries.
Estimating Equilibrium Exchange Rates

Estimating Equilibrium Exchange Rates

John Williamson

The problems of exchange rate misalignments and the resulting payments imbalances have plagued the world economy for decades. At the Louvre Accord of 1987, the Group of Five industrial countries adopted a system of reference ranges for exchange rate management, influenced by proposals of C. Fred Bergstan and John Williamson for a target zone system. The reference range approach has, however, been operated only intermittently and half-heartedly, and questions continue to be raised in policy and scholarly circles about the design and operation of a full-fledged target zone regime. This volume, with chapters by leading international economists, explores one crucial issue in the design of a target zone system: the problem of calculating Williamson's concept of the fundamental equilibrium exchange rate (FEER). Williamson contributes an overview of the policy and analytic issues and a second chapter on his own calculations.
The Political Economy of Policy Reform

The Political Economy of Policy Reform

John Williamson

A large measure of consensus exists about the substantive content of successful economic policy reform--macroeconomic discipline, microeconomic liberalization, and participation in the global economy--that is needed for an economy to enter the modern world. There is much less consensus on the political conditions necessary to sustain meaningful economic reform. Editor John Williamson commissioned 13 case studies for countries as diverse as Australia, Chile, and Poland from "technopols" who played leading roles in implementing the policy reforms. Each author focuses on the political and institutional factors that shaped policy choices and outcomes. This volume contains the case studies and a synthesis of findings and other policy implications by Williamson and University of California at San Diego political scientist Stephan Haggard. Other distinguished experts, including Inter-American Development Bank President Enrique Iglesias and Harvard economist Jeffrey Sachs, contribute independent appraisals of the political economy of reform in Latin America, Eastern Europe, and the former Soviet Union.
Strauss: Also sprach Zarathustra

Richard Strauss’s tone poem Also sprach Zarathustra is one of his most controversial works. Its greatest popularity has been achieved in recent years when its connection with Nietzsche’s book of the same name has seemed less relevant than its associations with Kubrick’s film 2001 - A Space Odyssey. Although its early critical reception was mixed, it is nowadays one of the staples of the virtuoso orchestra, and a standard demonstration piece for innovations in recording technique. Its opening bars have become a kind of icon independent of the rest of the work. This guide examines the intellectual background of the work and considers ways in which it has been received by composers and writers, notably Romain Rolland and Bartok. It also discusses the musical background of Liszt and Wagner which gave rise to the genre, ‘tone poem’, and provides an analysis of several aspects of Strauss’s musical language.

The Music of Hans Pfitzner

The Music of Hans Pfitzner

For many reasons Hans Pfitzner was and remains controversial. This stems partly from his difficult personality, and partly from the nationalistic context in which are set his cultural beliefs. His music has also tended to be coloured by such labels as conservative and romantic. Yet he actually has a wide reputation for his `musical legend' Palestrina, and there is much in his output which sets him as the true heir of Wagner and Schumann. This is the first study in English of Pfitzner's output. It sets his music in the context of his cultural opinions, which, though conceived as reflections on music, have acquired a more political status to which the history of Pfitzner's times has contributed. It offers a revaluation of his music, partly in order to reveal the innate value of his stage works, chamber music, and songs, and also to illustrate the historical importance of his ideas, which reflect a German conservative tradition which was taken over and nearly destroyed by the Third Reich.

Drawing on the work of Vygotsky, the authors look at the social and emotional advantages children can gain from working together. They use case studies derived from the ORACLE II group work project at Leicester, and also take into account the advances made in collaborative group work in other countries. The result is a set of guidelines from which teachers can plan policies suitable for their own schools.
