As part of the NSF's EXPRES project, the authors investigated ways to interchange multi-media documents among diverse systems. Their investigations led to an analysis and implementation of multi-media document format translation in general, and of the ODA standard in particular. ODA, Office Document Architecture, is a new ISO and CCITT international standard for representing multi- media documents. The results of their investigations are presented in this book. The book contains overview information about multi-media document architecture and formats, an introduction to ODA, detailed technical specifications on how to use ODA for multi-media document format translation, and the authors' experiences in implementing and using ODA. The book also contains a complete user manual for the authors' publically available ODA software: tool kits for manipulating ODA and raster formats, tools for examining ODA documents and sample translators between ODA and several other multi-media formats. This book provides comprehensive information about ODA for a large audience. Planners can get basic information about using ODA for interoperation of multi-media systems. Researchers receive detailed discussions about the advantages and problems of using ODA for document representation, format translation and archival storage. System designers can use the technical descriptions of translators and tools in specifying their own. System builders can easily obtain the software as a basis for prototyping and investigating their own ODA implementations.

While we cannot hope to provide definitive answers to these questions, as political scientists we proceed from the assumption that much can be learned through the application of the existing tools of comparative political analysis. Two of the incidents occurred in developing countries (one a parliamentary democracy, the other a democratizing presidential system), and one occurred in a highly developed presidential democracy. All three countries are federal systems, with multiple layers of environmental regulation, although sub-national government seems to be better institutionalized and more effective in the United States. Only one of the incidents occurred within the sovereign territory of a country with an effective federal environmental protection agency and highly transparent policy and judicial processes. None of the three nation-states involved has a strong “green” political party. And the affected communities in all three cases remain dissatisfied with the outcomes to varying degrees. What can we make of these observations? Is there a systematic relationship between them (or any other political, social, cultural or economic factors) and the responses to environmental crises by nation-states? To answer these questions a more systematic analysis of the attendant political processes is needed. Only then can we suggest whether hope or despair is a more appropriate reaction. 1. 2 Global Environmental Issues Since the 1960s, environmental issues have entered the agendas of most nation-states. Pollution of land, air, and water have endangered ecosystems and public health, and called for a governmental response.

Algebraic K-Theory plays an important role in many areas of modern mathematics: most notably algebraic topology, number theory, and algebraic geometry, but even including operator theory. The broad range of these topics has tended to give the subject an aura of inapproachability. This book, based on a course at the University of Maryland in the fall of 1990, is intended to enable graduate students or mathematicians working in other areas not only to learn the basics of algebraic K-Theory, but also to get a feel for its many applications. The required prerequisites are only the standard one-year graduate algebra course and the standard introductory graduate course on algebraic and geometric topology. Many topics from algebraic topology, homological algebra, and algebraic number theory are developed as needed. The final chapter gives a concise introduction to cyclic homology and its interrelationship with K-Theory.

String theory is the leading candidate for a physical theory that combines all the fundamental forces of nature, as well as the principles of relativity and quantum mechanics, into a mathematically elegant whole. The mathematical tools used by string theorists are highly sophisticated, and cover many areas of mathematics. As with the birth of quantum theory in the early 20th century, the mathematics has benefited at least as much as the physics from the collaboration. In this book, based on CBMS lectures given at Texas Christian University, Rosenberg describes some of the most recent interplay between string dualities and topology and operator algebras. The book is an interdisciplinary approach to duality symmetries in string theory. It can be read by either mathematicians or theoretical physicists, and involves a more-or-less equal mixture of algebraic topology, operator algebras, and physics. There is also a bit of algebraic geometry, especially in the last chapter. The reader is assumed to be somewhat familiar with at least one of these four subjects, but not necessarily with all or even most of them. The main objective of the book is to show how several seemingly disparate subjects are closely linked with one another, and to give readers an overview of some areas of current research, even if this means that not everything is covered systematically.

How Far the Promised Land? explores the relationship between overseas developments and the most important reform movement in modern American history, the struggle for racial justice. Interweaving civil rights history, U. S. foreign relations history, and twentieth-century international history, the book contributes to the emerging effort to reconceptualize the study of America's past by locating it in a global context. In examining the link between international developments and the quest for racial justice, Jonathan Rosenberg argues that civil rights leaders were profoundly interested in the world beyond America and incorporated their understanding of overseas matters into their reform program in order to fortify and legitimize the message they presented to their followers, the nation, and the international community. The book considers how a cosmopolitan group of black and white, male and female race reform leaders purposively deployed World War I and the peace settlement, the decolonization struggles in Africa and Asia, the emergence of communism and fascism, World War II, and the Cold War to help realize their domestic aspirations. Rosenberg sets this complex story against the backdrop of America's growing activism on the world stage, a development that would have significant positive implications for the domestic struggle. Central to the work is the notion that race reform leaders were animated by the idea of "color-conscious internationalism," a distinctive outlook that would affect the trajectory and momentum of the civil rights movement.
