Increasingly there is global attention on the prevalence of women’s deaths resulting from intimate partner violence. Campaigns such as ‘Counting Dead Women’ in Australia, the ‘Femicide Census’ in England, the Canadian Femicide Observatory, and the emergence of family violence death review teams globally, build on the work of agencies such as the United Nations and the World Health Organisation, highlighting the fatal consequences of intimate partner violence for women around the world. This book considers the need for and the steps to be taken towards creating a meaningful framework for a global index of women’s deaths from intimate partner violence. While there are global indices for deaths that relate to public violence, such as terrorism, there is to date no systematic global count of killings of women by their intimate partners. It considers the possibilities and challenges that arise in counting intimate femicide. It argues that such an exercise needs to avoid narrow empiricism and instead be part of a broader feminist political project aimed at ending violence against women. This work will be of great interest to students and scholars of criminology, sociology, law, policing, and politics.

In a contemporary setting of increasing social division and marginalisation, Policing Hate Crime interrogates the complexities of prejudice motivated crime and effective policing practices. Hate crime has become a barometer for contemporary police relations with vulnerable and marginalised communities. But how do police effectively lead conversations with such communities about problems arising from prejudice? Contemporary police are expected to be active agents in the pursuit of social justice and human rights by stamping out prejudice and group-based animosity. At the same time, police have been criticised in over-policing targeted communities as potential perpetrators, as well as under-policing these same communities as victims of crime. Despite this history, the demand for impartial law enforcement requires police to change their engagement with targeted communities and kindle trust as priorities in strengthening their response to hate crime. Drawing upon a research partnership between police and academics, this book entwines current law enforcement responses with key debates on the meaning of hate crime to explore the potential for misunderstandings of hate crime between police and communities, and illuminates ways to overcome communication difficulties. This book will be important reading for students taking courses in hate crime, as well as victimology, policing, and crime and community.

Pre-crime aims to pre-empt ‘would-be-criminals’ and predict future crime. Although the term is borrowed from science ?ction, the drive to predict and pre-empt crime is a present-day reality. This book critically explores this major twenty-first century development in crime and justice. This first in-depth study of pre-crime defines and describes different types of pre-crime and compares it to traditional post-crime and crime risk approaches. It analyses the rationales that underpin pre-crime as a response to threats, particularly terrorism, and shows how it is spreading to other areas. It also underlines the historical continuities that prefigure the emergence of pre-crime, as well as exploring the new technologies and forms of surveillance that claim the ability to predict crime and identify future criminals. Through the use of examples and case studies it provides insights into how pre-crime generates the crimes it purports to counter, providing compelling evidence of the problems that arise when we act as if we know the future and aim to control it through punishing, disrupting or incapacitating those we predict might commit future crimes. Drawing on literature from criminology, law, international relations, security and globalization studies, this book sets out a coherent framework for the continued study of pre-crime and addresses key issues such as terminology, its links to past practises, its likely future trajectories and its impact on security, crime and justice. It is essential reading for academics and students in security studies, criminology, counter-terrorism, surveillance, policing and law, as well as practitioners and professionals in these fields.

Counter-Terrorism Policing examines the impact of terrorism on the policing organisation and culturally diverse communities. This book is the first of its kind to contextualise counter-terrorism policing in a conceptual framework and takes account of the unique challenge of the increasing cosmopolitan character of major cities. Based on detailed documentary and ethnographic research it holds significant lessons for cosmopolitan cities around the world.

We expect the police to stop armed robbers, to arrest drug dealers, to keep the peace at demonstrations and to protect us from crime. Many of us believe that police officers need to carry guns to protect themselves as well as us. But do we want our police forces to become armies? Most of us are shocked when suspects are shot dead by police before they can be tried, and disturbed to see police wearing riot gear and using baton charges at peaceful demonstrations. When police begin using paramilitary tactics, the essential nature of their role is redefined, switching from protection and peacekeeping to active aggression. Some units within our police forces, such as the Special Operations Group, train with the military and use military weapons and tactics. In looking behind the extraordinary number of police shootings in Victoria, Blue Army examines how the Special Operations Group and their tactics-which are passed on to ordinary police-have contributed to the toll. Jude McCulloch's involvement as a lawyer in cases of police shootings led her to detailed investigation of changes to policing in Australia. Blue Army arises from her research into the paramilitarisation of the police. It exposes the risks of allowing Australia's police forces to move away from the key principle of keeping the peace with the use of minimum force. Blue Army is a very disturbing book, and one of great importance.
