The U. S. government has developed hundreds of approaches to promote and protect critical technologies and their associated industrial base, and the sheer number and diversity of these programs, policies, and initiatives present a logistical challenge for the U. S. Department of Defense (DoD). The authors of this report describe a tool designed to help DoD decisionmakers--upon discovering a risk or vulnerability to a critical technology--quickly and effectively determine relevant approaches to mitigate the problem.

Mission planning involves the assignment of discrete assets to prioritized targets, including the dynamic routing of those assets to their destinations under complex environmental conditions. This report presents a description of how artificial intelligence (AI) can be used to conduct mission planning and how AI methods compare with more-traditional operations research approaches.

Researchers from the RAND Corporation and AidData jointly built a new database on China's artificial intelligence (AI) export projects funded with official development financing. In this report, the authors analyze this quantitative dataset--adding qualitative country case studies based on interviews and social media analysis--to examine the distribution, technology, financing, and data safety aspects of China's AI exports.
