Diese Sammlung von Aufsätzen beginnt mit den kraftvollen Darlegungen von Alexander Rüstow. Rüstow hatte bei Begründung der Schriftenreihe die Einladung angenommen, einen systematischen Beitrag zu dem Pro­ blem von Politik und Ethik zu leisten; er wollte mehrere ältere Veröffent­ lichungen, insbesondere den Artikel ,. Politik und Moral« und seine Aus­ führungen über ,. Der Staat als moralische Anstalt« zu einer geschlossenen Einheit zusammenfassen. Der Tod ereilte ihn, ehe er diese Absicht durch­ führen konnte. Ein Blick auf die im folgenden abgedruckten Arbeiten genügt jedoch, um zu zeigen, daß sie es auch in ihrer jetzigen Form ver­ dienen, als integraler Bestandteil der Diskussion des Verhältnisses von Politik und Ethik gewertet zu werden. Rüstow war ein Gelehrter mit umfassender humanistischer und historismer Bildung; seine sozialwissen­ schaftliche Ausrichtung bewahrte ihn davor, je in historischen Einzelhei­ ten steckenzubleiben. So vereinigen sich in nicht zu überbietender Klarheit historische Kenntnisse und sozialwissenschaftliche Probleme besonders in dem Artikel ,. Politik und Moral«. Diese Eigenschaften enthält auch die von Rüstow selbst angefertigte kleine übersicht seines Vortrages ,. Der Staat als moralische Anstalt«, den er in dem von Professor Helmut Unkelbach gehaltenen Dozentenkolloquium der Universität Bonn gehalten hat. In diesem Falle wäre eine weitere Aus­ arbeitung von großem Nutzen gewesen, aber auch die vorliegende Form läßt an Deutlichkeit nichts zu wünschen übrig. Sie zeigt insbesondere, daß, wenn es einem Teil der nationalökonomischen Vertreter des Neo­ liberalismus auch heute noch schwerfällt, die spezifischen Probleme der politischen Form zu sehen, Alexander Rüstow nie zu ihnen gehörte.
