Canadian Public Policy

Canadian Public Policy

Michael Howlett

University of Toronto Press
2013
sidottu
Studies of public policy in Canada are traditionally narrow, focusing on a particular policy area or jurisdiction without giving consideration to the significant procedural commonalities that can be identified across the public policy spectrum. Canadian Public Policy provides the first comprehensive, theoretically informed, empirical evaluation of the development of public policy in Canada. It represents the culmination of a fifteen-year program of large-scale primary research into Canadian policy-making by Michael Howlett, an internationally recognized public policy expert. Each of the chapters investigates one stage of the policy process – including agenda setting, policy formulation, decision-making, policy implementation, and policy evaluation – in the Canadian context. The volume is book-ended by an introductory section setting out the logic of the policy cycle model, and a conclusion summarizing the research program and results. Investigating how Canadian experiences can inform and contribute to existing policy models, this unique volume will be a fixture in the Canadian public policy literature for years to come.

Mental Health Services Today and Tomorrow

This work traces and anticipates past, present and future changes in mental health services to assess the impact both of developments in care, and of the implications of new organisational change. It includes contributions and perspectives of those involved in services at all levels, including service users, to draw upon their experience to give a fuller picture of today and help sketch in tomorrow. It balances academic scrutiny with personal involvement, to reflect both national trends and local initiatives. Overall this work is in two volumes, each of which can stand alone: this Part 1 focuses on the realities of offering and receiving care at a practical and local level; it concentrates on personal experiences within mental health services as user, carer, provider and professional. The companion book Part 2 reviews policy and practice from national and international perspectives. Together these books provide essential information and views on mental health services for professionals throughout health and social care, managers, policy planners and policy shapers including those in the third sector and patient groups, academics and the media.

In this new and updated edition, the authors once again examine policy making in one of the most significant areas of activity in the Canadian economy – natural resources and the environment – and discuss the evolution of resource policies from the early era of exploitation to the present era of resource and environmental management. Using an integrated political economy and policy perspective, the book provides an analytic framework from which the foundation of ideological perspectives, administrative structures, and substantive issues are explored. Departing from traditional approaches that emphasize a single discipline or perspective, it offers an interdisciplinary framework with which to think through ecological, political, economic, and social issues. It also provides a multi-stage analysis of policy making from agenda setting through the evaluation process. The integration of social science perspectives and the combination of theoretical and empirical work make this innovative book one of the most comprehensive analyses of Canadian natural resource and environmental policy to date. Its illumination of the key elements of government policy making in this critical sector and its new outline of the evolution of the Kyoto Protocol makes it a useful textbook and resource for students of environmental and public policy, policy makers, and environmental organizations.

Fifteen years ago the first edition of The Real Worlds of Canadian Politics was published to wide acclaim in university classrooms across the country. Its case study approach to Canadian politics and public policy was a unique contribution, and its enormous popularity resulted in two more editions in the following five years. In all three editions, interesting and compelling contemporary cases presented policy issues in a deliberately dramatic narrative style, emphasizing the passions, personalities, and unpredictability of Canadian politics. Real Worlds was a widely read companion volume to more traditional textbooks, illustrating the "real worlds" of Canadian politics while offering students opportunities for discussion and debate. This new edition of The Real Worlds of Canadian Politics renews this tradition and the case study approach established by the earlier editions. It zeroes in on five key areas of policy activity at the federal level during the late stages of the Chretien government and the beginning of the Paul Martin era. The volume considers the political and policy implications of deregulation in two vital industries - airlines and banking - whose claims that "bigger is better" in the globalized environment defied the general political desire for increased competition. And the hard politics of trade that have dogged governments since the Free Trade Agreement was signed is covered in a case study of the controversial Canada-US softwood lumber dispute. Highly charged and emotional issues that defy easy or traditional solutions are also addressed, such as those affecting First Nations and women. Case studies examine the real worlds of First Nations land claims as illustrated in one of the most dramatic accomplishments to date - the Nisga'a settlement - and the explosive issue of gun control after the Montreal massacre. The fourth edition of The Real Worlds of Canadian Politics is a collaborative enterprise, combining an editorial team and a superb research group comprising Karen Lochead, Andrea Migone, and Russell Williams of Simon Fraser University, and Samuel Bottomley of Carleton University.
