Katastrophen und Gefahren fur die innere Sicherheit eines Staates werden in Gesellschaft und Politik gemeinhin als -innerer Notstand- bezeichnet. Ein solcher liegt dann vor, wenn so schwere Gefahren fur den Staat bestehen, dass deren Bewaltigung nicht mehr mit -normalen- Mitteln, sondern nur mit besonderen Befugnissen moglich ist. Mit der sogenannten -Notstandsverfassung- von 1968 hat der Verfassungsgeber die Artikel 35, 91 und 87a des Grundgesetzes neu gefasst. Diese Neufassung sieht eine stufenweise Aufhebung der vertikalen Gewaltenteilung durch besondere Formen der Zusammenarbeit zwischen Bund und Landern vor.
