Dieses Gebiet, w hrend des ersten Weltkrieges Italien f r den Eintritt in den Krieg auf alliierter Seite versprochen, wurde alsbald dessen Herrschaft unterstellt und nie wieder aus dieser entlassen, trotz aller Akzeptanz des Selbstbestimmungsrechtes und Stattgebung teils nur formeller Autonomiesatzungen. Dort wurde und wird der mehrheitlich deutschen Bev lkerung, die das Selbstbestimmungsrecht der V lker als "absolute s] Recht der V lker und Volksteile, im Zweifelsfalle mittels geordneter und gesch tzter demokratischer Abstimmung selbst zu entscheiden, welchem Staatsverband sie mit ihrem angestammten Siedlungsgebiet angeh ren wollen" 2 interpretieren, gerade dieses Recht verweigert. Dies scheint auf den ersten Blick sehr verwunderlich, da es viel weniger entwickelten Staaten weltweit und bis heute auch in Europa zugesprochen wird und so gilt es zu untersuchen, weshalb es sich hier im Zentrum der Entwicklung, Manifestierung und Verwirklichung dieser Ideen eben nicht verwirklichte bzw. abgewiesen wurde und ein nicht ann hernd oder vollst ndig befriedigtes Verlangen bis heute besteht.
