Confessing that he may be acting "with more boldness than wisdom," Jefferson in November 1803 drafts a bill to create Orleans Territory, which he entrusts to John Breckinridge for introduction in the Senate. The administration sends stock certificates to France in payment for Louisiana. Relieved that affairs in the Mediterranean have improved with the evaporation of a threat of war with Morocco, the president does not know yet that Tripoli has captured the frigate Philadelphia with its officers and crew. He deals with never-ending issues of appointment to office and quarreling in his own party, while hearing that some Federalists are "as Bitter as wormwood." He shares seeds of the Venus flytrap with Elizabeth Leathes Merry, the British minister's wife. She and her husband, however, create a diplomatic storm over seating arrangements at dinner parties. Having reached St. Louis, Meriwether Lewis reports on the progress of the western expedition. Congress passes the Twelfth Amendment, which will provide for the separate election of president and vice president. In detailed notes made after Aaron Burr calls on him in January, Jefferson records his long-standing distrust of the New Yorker. Less than a month later, a congressional caucus nominates Jefferson for a second term, with George Clinton to replace Burr as vice president. Jefferson makes his first trials of the "double penned writing box" called the polygraph.

Thomas Jefferson completed this book in around 1820, when he was 77 years old. His aim was to reveal the most genuine teachings from the New Testament. He was trying to find the very essence of the Christian faith and to share it in its clearest form. This was done by carefully cutting out and pasting together chosen verses from the four main gospels into what was, in its final version, an 82-page book. Once finished, it was bound together but never produced for distribution. After Jefferson passed away the book remained hidden within his family until a man named Cyrus Adler purchased it in 1895 for the National Museum, which is known today as the Smithsonian Institution. Soon after, Iowa Representative John Lacey found it and sponsored a resolution to print it for the private use of Congressional members. This long lost, legendary book rolled off the press for the first time in 1904. When copies were distributed to Congress in 1905, it started a tradition which lasted for half a century. Each new Senator and Representative was given a copy at their swearing in ceremony with every new Congress. One no longer needs to be a member of Congress in order to experience the beliefs of this brilliant third U. S. President, Thomas Jefferson.

The 580 documents in this volume cover a wide range of fascinating topics. Jefferson receives impressions of a mammoth's tooth, altitude and meteorological observations, a call for a national pharmacopoeia, a discussion of primeval geology, and a letter that elicits Jefferson's opinion that cognition exists "in animal bodies certainly, in Vegetables probably, in Minerals not impossibly." Jefferson leases his Tufton and Lego plantations to his grandson Thomas Jefferson Randolph. The directors of the Rivanna Company rebut Jefferson's 1817 bill of complaint and he unwittingly ensures his eventual financial ruin by endorsing notes totaling $20,000 for Wilson Cary Nicholas. Jefferson adds to the collections of the American Philosophical Society and writes an extended introduction to the "Anas," a corpus of official papers and political anecdotes documenting his service as George Washington's secretary of state. Jefferson drafts legislation to establish a public education system in Virginia. He attends a Masonic cornerstone laying ceremony for the nascent Central College's first pavilion early in October 1817 and is greatly pleased by the passage on 21 February 1818 of a law establishing a commission to plan a new state university, raising his hopes that Central College might soon become the University of Virginia.

Selected letters of Thomas Jefferson on statecraft, banking, currency, debt, bank paper, I view great cities as pestilential to the morals, the health and the liberties of man. I am for a government rigorously frugal and simple I am for free commerce with all nations; political connection with none; and little or no diplomatic establishment.
