Undertaken for the Department of Defense1s Office of the Chancellor for Education and Professional Development, this report addresses the need of organizations to exert influence in situations where they lack the hierarchical authority that would make such influence straightforward. It does so by presenting a three-stage framework that will help such organizations recognize and capitalize on the power-and-influence options available to them.

The approach consists of two main tasks: a structural analysis, which maps governance arrangements, and an implementation audit, which assesses effectiveness. (MF)

These policies have a number of common features, but the policies are neither documented nor shared with employees. While employees ought to be informed about uses of access control system records, implementing traditional fair information practices for such records would be impractical in some situations.

No issue is more critical for America's role in the world than its capacity to develop among its people the intellectual and professional expertise that will be required for leadership in international affairs. The authors of this study interviewed representatives of internationally oriented organizations, queried experts who could provide insights on this topic, and reviewed recent literature on U. S. leadership in international affairs.
