U.S. Customs and Border Protection

The primary mission of the U. S. Border Patrol Agent (BPA) position is to prevent terrorists and terrorists' weapons, including weapons of mass destruction, from entering the United States. BPAs are specifically responsible for patrolling nearly 6,000 miles of Mexican and Canadian international land borders and over 2,000 miles of coastal waters surrounding the Florida Peninsula and the island of Puerto Rico. BPAs work around the clock on assignments, in all types of terrain and weather conditions and in many isolated communities throughout the United States. It is a physically demanding position that requires the candidate demonstrate his/her ability to meet the rigorous demands of training and the physical requirements of the position. CBP law enforcement fitness standards applied during selection and training are job-related and designed to predict a candidate's ability to meet Academy physical requirements and minimum physical job requirements.

This document provides our personnel with overarching guidance to counter the threats we face as a nation, outlines our primary core competencies, and establishes goals and objectives to successfully achieve our vision. These objectives are not all-inclusive; instead they represent the most critical steps we must take as we prepare for the future. AMO Vision 2025 was developed to support the goals and objectives described in CBP Vision and Strategy 2020, DHS 2014-2018 Strategic Plan, and the DHS Southern Border and Approaches Campaign Plan. In particular, it highlights the importance of operating proactively to meet evolving threats, with increased emphasis on intelligence, investigations, and interagency partnerships, as well as continued coordinated operations within CBP. I am confident that it will spark a heightened sense of mission ownership among our entire workforce.

The Police Executive Research Forum (PERF) was commissioned by U. S. Customs and Border Protection (CBP) to conduct a review of the Use of Force by CBP officers and agents. This review included all CBP use of deadly force events from January 2010 through October 2012 and CBP use of force policies, equipment, tactics, and training. Sources of information were government-furnished information, equipment and materials and CBP policy documents. PERF reviewed Customs and Border Protection Use of Force Policies and 67 case files related to Customs and Border Protection agents' use of deadly force. Case files were sorted in general categories to include: firearm response to subjects armed with firearms; firearm response to rocks thrown on land; firearm response to rocks thrown on water; firearms use against vehicles; and other firearm cases.

The purpose of this Informed Compliance Publication (ICP) is to identify the laws and regulations that are to be adhered to by the trade community engaged in the coastwise transportation of merchandise, such that the trade community is informed of its legal obligations, and in order to maximize voluntary compliance with laws and regulations enforced by U. The In-Basket Job Simulation is one of the assessments in the Competency-Based Promotional Assessment System. During the In-Basket Job Simulation, you will be asked to assume the role of supervisor or manager in a fictional port. You will receive background information about the facility, the staff, and the major issues facing the facility. In addition, you will be presented with a series of voice mail messages and e-mail messages that have accumulated in your in-basket. You must read these materials and then outline your strategies for solving problems, making decisions, developing plans, evaluating progress, delegating responsibilities, setting priorities, and informing others. After completing your review of the introductory materials and in-basket documents, you must answer a series of multiple-choice questions that ask how you would handle the situations presented in the in-basket materials. Each question addresses one or more of the management competencies described in the next section of this manual.
