The primary mission of the U. S. Border Patrol Agent (BPA) position is to prevent terrorists and terrorists' weapons, including weapons of mass destruction, from entering the United States. BPAs are specifically responsible for patrolling nearly 6,000 miles of Mexican and Canadian international land borders and over 2,000 miles of coastal waters surrounding the Florida Peninsula and the island of Puerto Rico. BPAs work around the clock on assignments, in all types of terrain and weather conditions and in many isolated communities throughout the United States. It is a physically demanding position that requires the candidate demonstrate his/her ability to meet the rigorous demands of training and the physical requirements of the position. CBP law enforcement fitness standards applied during selection and training are job-related and designed to predict a candidate's ability to meet Academy physical requirements and minimum physical job requirements.

During a federal funding hiatus, or lapse in appropriations, the Department of Homeland Security (DHS) must be able to cease its government operations in an orderly fashion. Only those functions and activities that are exempt from the work restrictions specified in the Anti-Deficiency Act (ADA) may continue during a lapse in appropriations. The ADA codifies the Constitutional requirement that "No Money shall be drawn from the Treasury, but in consequence of appropriations made by Law." Federal officials are prohibited from entering into contracts, incurring obligations, or performing activities without having a current appropriation, unless authorized by law. The Act further restricts acceptance of voluntary services or personal services beyond authorized levels "except for emergencies involving the safety of human life or the protection of property." As a result, only activities that qualify as exempt may continue to operate during a lapse in appropriations. In accordance with Section 124 of Office of Management and Budget (OMB)'s 2014 Circular A- 11, "Agency Operations in the Absence of Appropriations," the Department has developed the procedures outlined in this document as its contingency plan. Included, and as also specified by the A-11 guidance, is the identification of the following information: An estimate, to the nearest half-day, of the time necessary to accomplish an orderly closure. The total number of DHS employees on-board before implementation of the plan. The total number of employees expected to be exempt from a lapse in appropriations. Upon notification from OMB and subsequent direction from the DHS Under Secretary for Management (USM), DHS Components must adhere to the guidelines as set forth in the following pages. This includes the preparation of employee notices of furlough, the processing of personnel and pay records in connection with furlough actions, and the release of employees subject to a furlough in accordance with applicable law and regulations of the Office of Personnel Management (OPM). Failure to maintain and adhere to these procedures may result in a violation of the ADA.

The purpose of this handbook is to provide assistance to both new and experienced medical directors as they strive to provide the highest quality of out-of-hospital emergency medical care to their communities and foster excellence within their agencies. The handbook will provide the new medical director with a fundamental orientation to the roles that define the position of the medical director while providing the experienced medical director with a useful reference tool. The handbook will explore the nuances found in the EMS industry-a challenge to describe in generalities due to the tremendous amount of diversity among EMS agencies and systems across the Nation. The handbook does not intend to serve as an operational medical practice document, but seeks to identify and describe the critical elements associated with the position.

The National Response Framework is a guide to how the Nation responds to all types of disasters and emergencies. It is built on scalable, flexible, and adaptable concepts identified in the National Incident Management System to align key roles and responsibilities across the Nation. This Framework describes specific authorities and best practices for managing incidents that range from the serious but purely local to large-scale terrorist attacks or catastrophic natural disasters. The National Response Framework describes the principles, roles and responsibilities, and coordinating structures for delivering the core capabilities required to respond to an incident and further describes how response efforts integrate with those of the other mission areas. This Framework is always in effect and describes the doctrine under which the Nation responds to incidents.

Communities across the Nation experience a diverse set of threats, hazards, and events. The size, frequency, complexity, and scope of these incidents1 vary, but all involve a range of personnel and organizations to coordinate efforts to save lives, stabilize the incident, and protect property and the environment. Every day, jurisdictions and organizations work together to share resources, integrate tactics, and act collaboratively. Whether these organizations are nearby or are supporting each other from across the country, their success depends on a common, interoperable approach to sharing resources, coordinating and managing incidents, and communicating information. The National Incident Management System (NIMS) defines this comprehensive approach.

All communities are vulnerable to a variety of hazards. Emergency management provides a structure for anticipating and dealing with emergency incidents. Emergency management involves participants at all governmental levels and in the private sector. Activities are geared according to phases before, during, and after emergency events. The effectiveness of emergency management rests on a network of relationships among partners in the system. This course is one in the Federal Emergency Management Agency (FEMA) Professional Development Series. The goal of this course is to introduce you to the fundamentals of emergency management as an integrated system, surveying how the resources and capabilities of all functions at all levels can be networked together in all phases for all hazards.

The first skills in this manual are the basic thinking skills, which can be called deduction and induction. These are the two types of skills that are used in drawing conclusions from given information. Deduction and induction are very similar. They differ in only two ways-- the completeness of the available information and the degree of certainty of the conclusion, as indicated below: - Deduction: The individual has all the information necessary to draw a conclusion. The conclusion is certain; it is true if the evidence is true. - Induction: The individual does not have complete evidence. He or she draws a conclusion based on the information available. The conclusion is uncertain, that is to say, probabilistic; it may not be true even if the evidence is true. In the work of DHS, deduction is typically used in applying laws and rules to specific situations. Induction is used in situations in which officers need to make on-the-spot probabilistic judgments, sometimes in life-threatening situations.

In 2016, the Ombudsman received 11,900 requests for case assistance, an increase of 25 percent from 2015. Just less than half (43 percent) of the requests came from individuals who were represented in seeking these services, either by attorneys or accredited representatives. Overall, 26 percent of the requests were for employment-based matters; 32 percent for humanitarian-based matters; 21 percent for family-based matters; and 21 percent for general immigration matters, such as applications for naturalization. In 2016, individuals sought the most assistance for problems related to Form I-485, Application to Register Permanent Resident Status or Adjust Status, which constituted 17.17 percent of the cases received, closely followed by Form I-821D, Consideration of Deferred Action for Childhood Arrivals, with 17.14 percent.
