International Legal Protection of Human Rights in Armed Conflict
International human rights law and international humanitarian law share the goal of preserving the dignity and humanity of all. Over the years, the General Assembly, the Commission on Human Rights and, more recently, the Human Rights Council have considered that, in armed conflict, parties to the conflict have legally binding obligations concerning the rights of persons affected by the conflict. Although different in scope, international human rights law and international humanitarian law offer a series of protections to persons in situations of armed conflict, whether civilians, persons who are no longer participating directly in hostilities or active participants in the conflict. This publication provides a thorough legal analysis and guidance-State authorities, human rights and humanitarian actors and others on the application of international human rights law and international humanitarian law for the protection of persons.

Repertoire of the Practice of the Security Council
This publication is published by the United Nations Secretariat as a guide to the proceedings of the Security Council from its first meeting in 1946 onwards. The Repertoire is designed to assist government officials, practitioners of international law, academics and all those interested in the work of the United Nations to follow the evolving practice of the Council and gain a better understanding of the framework within which it operates. The current supplement, thirteenth in the series of Supplements to the Repertoire, covers the year 1996 to 1999. It examines a period when the council addressed new challenges in an increasingly globalized world and explored different approaches to conflict prevention, peacekeeping and peacebuilding.
Guidelines for the Safe Handling and Disposal of Chemicals Used in the Illicit Manufacture of Drugs
The first United Nations Office on Drugs and Crime (UNODC) Guidelines for the Safe Disposal of Chemicals used in the illicit manufacture of Drugs (STNAR/36) was published in 2006. At the 33rd meeting of the Heads of Law Enforcement Agencies (HONLEA) Asia and Pacific, in Bali, Indonesia in 2010, Member States noted the significant increase in precursor chemicals discovered regionally and expressed concern about the difficulties encountered in storing and disposing of precursor chemicals in a safe and environmentally friendly manner. The present Guidelines reflect the discussions of the experts at the Expert Group Meeting on “Safe and Environmentally to Responsible Disposal of Chemicals Used in the Illicit Manufacture of Drugs” held in Bangkok, Thailand, from 20 to 22 September 2010, and the elaboration of practical methods for the safe handling and disposal of seized chemicals in situations where a waste management infrastructure may not be available.
Report of the Special Committee on Peacekeeping Operations
By its resolution 64/266, the General Assembly welcomed the report of the Special Committee on Peacekeeping Operations (A/64/19), decided that the Special Committee, in accordance with its mandate, should continue its efforts for a comprehensive review of the whole question of peacekeeping operations in all their aspects and should review the implementation of its previous proposals and consider any new proposals so as to enhance the capacity of the United Nations to fulfil its responsibilities in this field, and requested the Committee to submit a report on its work to the Assembly at its sixty-fifth session.
