International co-operation in criminal law enforcement has become a centrally important policy issue for Europe in the 1990s. In criminal matters, when a decision is taken to go beyond the discretionary exchange of information towards institutionalized police co-operation, a whole Pandora's box of issues and problems is opened. This book, based on interviews in a wide variety of documentary sources, examines the progress of this co-operation. The authors cover all the major and theoretical issues associated with the emerging pattern of co-operation, including the harmonization of criminal law and criminal procedure, law enforcement strategies, police organization and discipline, and the politics of immigration and civil liberties. In a European Union without internal border controls there is widespread agreement on the objective of closer police co-operation. But prospects in some areas are not good and there are potential pitfalls, even dangers, along the road to more integrated arrangements. The authors conclude by making recommendations that proper accountability arrangements are a prerequisite of a balanced and efficient system of European police co-operation.

First published in 1974 Conservative Politics in France gives a scholarly account of politics in France from 1880 to the present and explains the way in which the Right has evolved from a collection of weak and transitory political associations to the relatively well – organised Gaullist coalition. Exciting patterns of interaction between personal careers, political events, and party organisation have characterised this period. War and colonial conflict have brought an end not only to regimes but also to political parties. The lingering influences of an aristocracy and bourgeoisie de tradition, and the survival of a large peasantry and local social systems preserved peculiar styles of politics. The first great wave of party building at the beginning of the twentieth century produced organisations ranging from the doctrinaire anti-parliamentary league to the loose electoral association. The Fourth Republic saw another wave of party building but only since 1958 has a party emerged which can attract most of the moderate and conservative electorate. No other book has attempted to cover this historical period and to give detail accounts of local as well as national political structures. This is an interesting read for scholars and researchers of French political history, French politics, and European politics.

The ultimate aim of the oil exploration industry is to determine the distribution of rock types and underground fluids. At this stage, we can actually determine the distribution of several underground physical properties with a certain accuracy. The challenge for the rock physicist is to translate those physical properties (P-velocity, S-velocity, density) into rock types and fluids (gas-, or oil-, or water-bearing sand, shale). If performed correctly, dry holes can be avoided and millions of dollars can be saved. Ultimately, an integrated approach is required. This book deals with a series of topics in rock physics, including elasticity, pore pressure, incompressibility of rocks and the Gassmann equation, fluid substitution, forward modelling and empirical equations, rock physics applications to AVO studies and inversion studies, and the Differential Effective Medium (DEM) method. It is generally addressed to the practitioner (geophysicist, geologist), and in some instances, detailed instructions are furnished to perform a particular task. Some chapters, on the other hand, are theoretical and more mathematical, and are expected to be of interest to both practitioners and students alike. Other chapters include innovative ideas that could, for instance, be tested by oil companies that have substantial amounts of data at their disposal. This book will serve as a useful guide to practitioners (geologists, petrophysicists, geophysicists and reservoir engineers) and students/academics.

This is the first history of the French police and gendarmerie, for the period since the establishment of a democratic Republican regime in 1870 down to the present day. Based on archival material and on the vast amount of recent research by French scholars on the subject, it covers dramatic and often harrowing developments - anarchist and communist subversion, violent demonstrations and strikes, fascist threats, war and occupation, colonial conflicts and regime change - which have made policing in France troubled and controversial. As well as a chronological history, the book contains a thematic treatment of the police and the Republican regime (including the complex police-justice and police-military relations, the politics of police officials analysing the charge of racism, politico-police scandals, and inequalities of policing), of major controversies (over political policing, municipal or central control of the police, and modernisation), and of areas which pose problems for which there is no clear solution (use of force and police violence, police accountability, private security, and internationalization). In conclusion, the relations between the police and the public, and the place of the police in the political order are assessed. It is inter-disciplinary in approach using the academic literature in sociology, history, political science, criminal justice as well as the writings of police practitioners. The subject is placed in the context of international debates on policing, and the language used is free of jargon and the use, without explanation, of French terms. The bibliography and sources are a basic guide for further study of the subject.

Beginning by defining these terms and setting out theories and concepts clearly and concisely, this book analyses the impact of nationalism since the Second World War, covering themes including:* the relationship of nationalism to the Cold War * the re-emergence of demands by stateless nations* European integration and globalisation* immigration since the 1970s* the effects of nationalism on the former Soviet Union and Eastern block.

The political geography of Europe and the issues confronting the European Union have changed radically since 1989. Understanding the complex nature - legal, political. linguistic and cultural - of international frontiers in Europe is essential to any serious analysis of contemporary politics and government. Employing a multidisciplinary approach, this volume discusses several central issues, including: progress towards a European identity and changes in political identities within the EU; the extent to which the internal frontiers have become different in kind from the external frontiers; and the varying ways in which frontier issues are posed in different parts of the Union. This volume analyzes the consequences of dismantling controls at the internal frontiers and of measures to harden the external frontier.

The leading professional accounting bodies in Britain today boast more than a quarter of a million qualified members and accountants are moving into top management positions in increasing numbers. Accountants have become the foremost professional grouping in British business management. The Priesthood of Industry documents the rise of the accountancy profession, from the handful of accountants listed in the trade directories of the major cities in the late-eighteenth century to the huge commercially-oriented firms of the late-twentieth century. The authors focus on the individual: the professional accountant, and adopt an economic determinist analysis to explain the rise of public practice and the transfer of staff to industry in increasing numbers. They also consider the routes through which this transfer of skills took place, and identify demand and supply side factors to explain the professional accountant's present hegemony in business management.

The need for co-operation between the police forces of the world has never been greater: there is a huge growth in international drug-trafficking and terrorism, and many social and economic activities are becoming increasingly internationalized. Interpol is the oldest and best-known institution for tackling these problems - but is it right for today's conditions, or should it be supplanted by new arrangements? In this, the first scholarly study of Interpol, and of other contemporary forms of police co-operation across national boundaries, Malcolm Anderson discusses the proliferation of different forms of co-operation. He recognizes that contact between police forces of sovereign independent states has always been a sensitive matter and analyses uncertainty about how far police co-operation can go. He also examines the shadowy role of the security services and the influence of different forms of training on police attitudes. His book will be the indispensable starting-point for any future serious attempt to address these crucial issues of international policing.
Frontier Regions in Western Europe

Frontier Regions in Western Europe

First published in 1983. The problem of defining a frontier region is a leitmotiv of this collection of articles but each perspective requires its own definition. The definition of regions has long been controversial and the attempt to define a sub-set of them - frontier regions - according to precise geographical or socio-economic criteria can be useful only for limited purposes as, for example, in the study of transfrontier labour markets. This text looks at the borders regions in Western Europe, in terms of transfrontier co-operation, geographical definitions, physical planning, economics and political authority.
