This document starts by identifying and describing the several benefits expected as a result of incorporating ICTs in health and goes on to summarize present and future challenges for health policies, especially inasmuch as the most vulnerable populations are concerned. Thirdly, the document showcases global progress made in several applications, strategies implemented and difficulties faced in some developed and LAC countries. The document finishes with generic proposals for the formulation of policies and strategies to be considered and adapted by countries throughout the region.

This publication discusses intergenerational family relationships in the context of ageing societies. It evolved in the framework of the Multilinks research project and is based on data from the generations and gender programme (GGP). The GGP is a system of national generations and gender surveys (GGS) and contextual databases, which aims at improving the knowledge base for policymaking in the UNECE countries. In this publication the following issues are analysed: key premises, the demography of intergenerational family relationships, interdependencies between older and younger family members, gendered intergenerational regimes, and policy implications.

The present report explains the development path of South Korea, from a country which started its development with a lack of natural resources, industrial facilities, sufficient foreign reserves and business experiences and with human resources as its only productive factor at the disposal, to its successful technological catch-up, export performance and economic development. The study clarifies this development by concentrating on the formulation and implementation mechanism of development strategies and policies with the emphasis on trade, the technological capability building process and institutions, and the innovation and internationalization policies for SME. The study shows the case of a strong government leadership in the early stage of development and the increasing role of market mechanism and public private partnership when the economy becomes more complicated and diversified.

El propósito de este texto es describir y examinar algunos aspectos de la experiencia colombiana de promoción del desarrollo regional con base en el estudio de tres departamentos colombianos: Santander, Caldas y Risaralda. Este trabajo se inscribe en el marco de las reflexiones planteadas en el documento economía y territorio (ILPES, 2009), en el cual se examinan las tendencias de las desigualdades regionales en América Latina y se analizan las políticas de promoción del desarrollo económico local en varios países. En este estudio se realizó una clasificación del desempeño económico de las regiones subnacionales, de la cual se seleccionaron tres departamentos en Colombia para una mirada en mayor profundidad. Se buscó identificar en estos departamentos las tendencias durante las últimas dos décadas, examinar el impulso de actividades económicas innovadoras que estimulan el crecimiento, y determinar si el sector público había jugado un papel explícito en la evolución económica de estos territorios.

The Millennium Ecosystem Assessment (MA) is an international initiative carried out to assess the consequences of ecosystem change for human Well-being and to establish the scientific basis for actions to enhance the conservation and sustainable use of ecosystems and their contributions to human well-being. The MA responds to government requests for information received through four international conventions, the Convention on Biological Diversity, the United Nations Convention to Combat Desertification, the Ramsar Convention on Wetlands, and the Convention on Migratory Species, and is designed to meet the needs of other stakeholders, including the business community, the health sector, nongovernmental organisations, and indigenous peoples.

En el marco de las crisis financieras y económicas el sector marítimo ha tenido una reacción diferente cada vez, más allá del denominador común que es la forma en que las crisis impactan en la economía real, variando el nivel de actividad. En tal sentido, el sector marítimo to como proveedor de servicios to es afectado a través de la baja en la demanda y los niveles de precios. En términos generales, la industria marítima en su conjunto siente el impacto (por ver alterado el equilibrio entre oferta y demanda), en un cierto marco de expansión o de contracción de la capacidad ofrecida, anterior a la ocurrencia de la crisis, generada por la inelasticidad de oferta que caracteriza a esta industria. El presente documento analiza las principales crisis económicas desde 1970 a la fecha, poniendo en paralelo los efectos sobre la industria marítima, tanto desde el punto de vista de la demanda de transporte marítimo, como de la oferta (la flota operativa y la proyectada).

L'annuaire est publié en deux volumes. Le premier volume contient les comptes rendus analytiques des séances de la cinquante et unième session de la Commission du droit international. Le second volume comprend les documents relatifs aux questions débattues. Il contient en particulier le rapport que la Commission adresse chaque année à l'Assemblée générale. La Commission traite notamment des sujets suivants: procédures d'arbitrage, immunités diplomatiques, droits de l’homme, droit de la mer, droit applicable aux conflits armés, droit conventionnel et droit des traités.

This volume contains the report of the International Law Commission on the work of its fifty-fifth session (5 May, 6 June and 7 June – 8 August 2003). The issues discussed at that session included: reservations to treaties, diplomatic protection, unilateral acts of States, state responsibility, and international liability for injurious consequences arising out of acts not prohibited by international law, and responsibilities of international organisations.

While discussions of migration and development have become more prominent in recent years, policy and programming remain embryonic. This handbook responds to the gap between talk and action, acting as a step to by to step guide for policymakers, giving practical meaning to the concept of migration and development. The handbook does not prescribe a uniform policy or programme, but rather provides guidance, ideas and suggestions so countries can tailor-make an approach useful in their own context. The handbook is primarily concerned with international migration, and with national development processes and instruments in developing countries. This focus means that it does not place much emphasis on internal migration nor on regional development planning. It outlines a number of steps industrialised countries can undertake to better integrate migration and development policies.

El objetivo de esta investigación es evaluar las distintas fuentes de financiamiento de las PYMES en México en la última década y su impacto en el desempeño de estas empresas, a fin de establecer propuestas para una mayor disponibilidad, así como para un mejor uso y canalización de los recursos. El análisis parte de un diagnóstico del estado actual de las PYMES mexicanas para detectar sus limitaciones de crecimiento, con énfasis en las restricciones financieras, se adentra posteriormente en las fuentes de fondos actuales y potenciales de estas empresas y su razón de ser, y finaliza con un diagnóstico del crédito a PYMES en nuestro país, estableciendo recomendaciones de política y posibles líneas de investigación posterior, que por su naturaleza resulten relevantes para todos los países de la región latinoamericana.

Over the last two years, the world economy has gone through a major crisis. The twenty-sixth session of UNCTAD’s intergovernmental working group of experts on international standards of accounting and reporting (ISAR) provides an important opportunity for examining various issues pertaining to corporate accounting and reporting in the context of the financial crisis. The objective of this work is to assist developing countries and countries with economies in transition in their efforts towards the practical implementation of international financial reporting standards.

Ante la preocupación, reiteradamente manifestada, de que los acuerdos internacionales de inversión (AII) no son suficientemente eficaces para promover corrientes de inversión extranjera, el objetivo del presente estudio es evaluar nuevamente los efectos de ese tipo de acuerdos. Para tal fin, el estudio parte de un breve examen de los determinantes generales de la inversión extranjera directa (IED) para centrarse a continuación en el papel de los AII a ese respecto. La finalidad del presente documento es poner la valiosa información que se recoge en esos estudios a disposición de los encargados de la formulación de políticas, los negociadores, los expertos jurídicos y otras partes interesadas que se ocupan de los AII.

The National Accounts Statistics: Analysis of Main Aggregates 2008 is the thirty-ninth issue of this publication presenting a series of analytical national accounts tables for more than 200 countries and areas in the world. It has been prepared by the Statistics Division in cooperation with the national statistical offices. The publication presents, in the form of analytical tables, a summary of the principal national accounts aggregates as provided by countries and supplemented with estimates prepared by the Statistics Division. The tables of the publication include analysis of data on Gross Domestic Product (GDP) by different structural components, for example, by type of expenditure, kind of economic activity, major area, region and country as well as per capita and as growth rates.

The present publication is a component of the United Nations Statistics Division initiative for strengthening countries methodological and operational foundation for industrial statistics. Although this publication makes recommendations for industrial statistics, many elements of its recommendations, like those for the definition and delineation of statistical units and its guidance on a data to collection strategy and data compilation practices, are generally applicable to the development of an integrated economic statistics system for business statistics in general, with a view to collecting, compiling and reporting basic economic data across economic activities, in the most cost to efficient manner, consistent with macroeconomic statistics. This publication is designed to provide a comprehensive methodological framework for the collection and reporting of industrial statistics in all countries, irrespective of the level of development of their statistical systems.

Comprehensive legislation is fundamental for an effective and coordinated response to violence against women. The Handbook outlines the international and regional legal and policy frameworks which mandate states to enact and implement comprehensive and effective laws to address violence against women. It then presents a model framework for legislation on violence against women, divided into 14 sections. Finally, theHandbook provides users with a checklist of considerations to be kept in mind when drafting legislation on violence against women. This list highlights the importance of identifying a clear legislative goal, undertaking comprehensive and inclusive consultation with all relevant stakeholders, and in particular victims/survivors, and adopting an evidence-based approach to legislative drafting.
