In Latin America, the dominant understanding of the relationship between trade and growth has evolved radically over time. This paper analyses the different approaches to trade and growth in Latin America from the end of WWII to the present day. Specifically, it examines the underlying rhetoric of these alternative approaches and the extent to which their rhetoric matched their understanding of Latin American reality. It is shown that throughout the period under study, the relationship between trade and growth was far from robust. In other words, the region has been unable to make exports the lynchpin of rapid long-run growth. Addressing this failure is one of the most urgent tasks confronting Latin America, and one which has received insufficient attention.
Strengthening Life Skills for Positive Youth Health Behavior
Life skills education, using the peer to to to peer approach, can effectively promote youth health and protect young people from HIV, drugs, sexual abuse and other threats. This publication draws on experiences, lessons learned and recommendations from the 2005 to 2009 UNESCAP project Strengthening Life Skills for Positive Youth Health Behaviour, which was implemented in Cambodia, China, Philippines and Sri Lanka. A youth-centred approach is adopted, with emphasis on psychological factors, social interaction and how to empower young people, especially out- of-school youth, with essential life skills to better deal with the many challenges they face in their daily lives. Wider socio to structural issues are addressed and key elements are put forward to help develop innovative and creative programmes and move Asia and the Pacific away from ineffective and costly single-problem focused strategies.

Adoption is one of the oldest social institutions. Nevertheless, adoption still raises highly emotive issues because of its fundamental implications for the familial ties. This publication provides a solid foundation for furthering research on child adoption and, more specifically, on the demographic factors that shape the demand for and the availability of adoptable children. The focus of this report is on the nexus between adoption policies and trends at the national and global levels. Understanding adoption policies and their origins is all the more important today because, as adoption has become global, inconsistencies among the legal principles and traditions regarding adoption in different countries are increasingly coming to the fore.
Analysing and Measuring Social Inclusion in a Global Context
The objective of the study is to serve as a guiding framework for policymakers, researchers and practitioners interested in developing practical tools for evidence-based policymaking, impact assessment, monitoring and evaluation in the area of social inclusion. The study also builds on the work on social indicators that has already been undertaken by many people at local, national, regional and international levels. It is hoped that the study will help to inspire new ideas and to generate innovative approaches.

The current episode (2007 to 09) may well be the first time since Latin America gained its independence in the early 1800s that a major economic contraction and financial calamity in the industrialised world has not caused a wave of currency, sovereign debt or banking crises in the region. What explains Latin America's unprecedented resilience in contrast with, for example, Eastern Europe's now-evident financial vulnerability? Here we review the enormous progress made by many governments in Latin America in the past decade to reduce currency mismatches, allow for more flexible exchange-rate regimes, enhance the capitalization, funding and supervision of their banking systems, encourage the development of local capital markets, and implement sounder and more credible monetary and fiscal policies. Evidently, it is not necessary to wait for an improved international financial regulation in order for reform-minded, well to managed countries to reap the most benefits from, and minimise the deleterious impact of market crises.
Strengthening International Support Measures for the Least Developed Countries
This present policy note takes stock of the nature of the financial, institutional and technical support and preferential trade-related treatments that have been provided to the Least Developed Countries (LDCs). It is mainly designed to contribute to the debate leading up to the Fourth United Nations Conference on the Least Developed Countries, to be held in Istanbul, Turkey, in 2011, and to provide an assessment of how effective existing international support measures have been. It identifies ways in which those measures can be strengthened and suggests additional interventions that need to be considered in order to facilitate development in LDCs. The report argues for greater coherence between the international strategy for LDCs and other existing development strategies. A clearer link also needs to be established between the poverty reduction strategy papers (PRSPs) and the overall strategy and measures that will be decided upon at the Fourth United Nations Conference on LDCs.
