Marking the fiftieth anniversary of Hitler's seizure of power, a group of leading historians and political sociologists participated in a historical reassessment of the Nazi regime sponsored by the Harvard Center for European Studies. Their papers focus on recent scholarly controversies and on the questions that have preoccupied observers since the events took place: the nature of Nazi support, the role of the dictator, the function of ideology and anti-Semitism, and the goals of foreign policy. Some of the specific issues addressed include the reason for the collapse of the Weimar Republic, the social origins of Nazi Party members, the role of women under Nazism, the relationship of Nazi leaders to the older German bureaucratic framework, and the impact of Nazi policies abroad. The volume thus provides an incisive briefing on Hitler's rise to power and summarizes the major interpretations of the issues still under debate.

In these essays, one of the most eminent political scientists of our time examines international relations from a variety of perspectives connected by timeless and common themes: the conflict between die ever-present risk of violence and the quest for international order, the tensions between the imperatives of power and those of morality, the ties that bind domestic and foreign policy, the ambiguities of the nuclear revolution, the break between prenuclear and post-1945 politics, and the dangers created by the competition between the nuclear superpowers. Assessing the development of the discipline of international relations, the author presents both a summary of the field's significant findings and a critical discussion of its most representative traditions of realism and liberalism. Written between 1960 and 1985, many of these essays have not been previously published in English. They reflect the author's own intellectual evolution and represent a complete picture of his approach to the study of world politics.

This rich collection of original essays pays tribute to Stanley Hoffmann, a preeminent scholar of international relations and French politics who has inspired former students to explore the links between domestic society and foreign policy and between theory and practice. In two autobiographical chapters, Hoffmann traces his personal odyssey from France to America, and in a moving testament of shared teaching and learning, the late Judith Shklar clarifies their generation’s immense influence on contemporary political science. With a comprehensive overview by Linda B. Miller and Michael Joseph Smith, this volume provides an indispensable record of intellectual achievement from the origins of World War II to the turbulent aftermath of the Cold War.

Renowned for his compassionate and balanced thinking on international affairs, Stanley Hoffmann reflects here on the proper place of the United States in a world it has defined almost exclusively by 9/11, the war on terrorism, and the invasion of Iraq. A true global citizen, Hoffmann offers an analysis that is uniquely informed by his place as a public intellectual with one foot in Europe, the other in America. In this brilliant collection of essays, many previously unpublished, he considers the ethics of intervention, the morality of human rights, how to repair our relationship with Europe, and the pitfalls of American unilateralism.

Renowned for his compassionate and balanced thinking on international affairs, Stanley Hoffmann reflects here on the proper place of the United States in a world it has defined almost exclusively by 9/11, the war on terrorism, and the invasion of Iraq. His analysis of the latter focuses on the misconceptions, ignorance, and incompetence of the Bush administration and shows how damaging this 'war of choice' has been for America's reputation in the world. Hoffmann's perspective is uniquely informed by his place as a true global citizen-a public intellectual with one foot in Europe, the other in America. In this brilliant essay, he considers point by point the events and actions that have led America down the path of imperialism, becoming a power at once arrogant, victorious, and unilateral. Tracing the significance of 9/11 in the short term and over the long course of American history, Hoffmann explains the contradictions and the consequences for international order—and disorder.

(ACADEMIC PAPERBACK DESCRIPTION) Long one of the fieldOs most distinguished thinkers, Hoffmann brings together in this volume his important recent work on international politics. Many published here for the first time, these essays offer incisive reflections upon the reemergence of nationalism and ethnic conflicts in Europe, the redefined role of military intervention, and other uncertainties brought on by the demise of the Cold War. New to this edition is a current analysis of the Kosovo conflict. Woven throughout are his clear-eyed assessments of contending approaches to the study of international relations. (LONG TRADE CLOTH) Stanley Hoffmann has remarked that OIt wasnOt I who chose to study world politics. World politics forced themselves upon me. O A rootless child of World War II; Austrian, French, and later American, he has always maintained a unique balance and perspective on global affairs. Long one of the fieldOs most distinguished thinkers, Hoffmann brings together in this volume his important recent work on international politics. Many published here for the first time, these essays offer incisive reflections upon the reemergence of nationalism and ethnic conflicts in Europe, the redefined role of military intervention, and other uncertainties brought on by the demise of the Cold War. Hoffmann weighs the influence on theory and policy of such disparate figures as John Rawls, Hedley Bull, and George Schultz. Woven throughout are his clear-eyed assessments of contending approaches to the study of international relations.

Ethics and Politics of Humanitarian Intervention

In 1995, the Kroc Institute, University of Notre Dame, hosted the first of the Theodore M. Hesburgh Lectures on Ethics and Public Policy. At this inaugural gathering renowned author and scholar Stanely Hoffmann delivered two lectures on the problems of humanitarian intervention in international relations. This timely volume presents Hoffmann's lectures to a wider audience, together with responses made at the conference by Robert C. Johansen an James Sterba, and an introductory essay contributed by Raimo Varynen, director of the Kroc Institute. In his first and premiere lecture, Hoffman attacks from a theoretical perspective the political, legal, and moral problems of outside intervention in the affairs of a state. He analyzes the traditional principle, i.e., economic and environmental interdependence, human rights concerns, nuclear proliferation, and the growing international consciousness of the widespread dangers of domestic chaos. As a matter of practical ethics in the "real world," Hoffman proposes norms and guidelines for controlled, impartial, collective intervention and the enforcement which must accompany it. In his second illustrative lecture, Hoffman delivers a stinging indictment of international community in the case of the tragic disintegration of Yugoslavia, which he uses as a case study to illustrate the failure of collective intervention. In the responding essays, Johansen presents guidelines for humanitarian intervention short of sending in troops, and Sterba argues that Hoffmann's basic norms can be derived from Kant's moral philosophy. Because Hoffmann's principles--and indictments--can be readily applied to other tragic events and cases of international turmoil, The Ethics and Politics of Humanitarian Intervention will be a valuable tool in the hands of students and scholars of international relations.

From the Liberation purges to the Barbie trial, France has struggled with the memory of the Vichy experience: a memory of defeat, occupation, and repression. In this provocative study, Henry Rousso examines how this proud nation—a nation where reality and myth commingle to confound understanding—has dealt with les années noires. Specifically, he studies what the French have chosen to remember—and to conceal.

The New European Community is the first systematic, book-length discussion of the major political institutions of the European Community (EC) after the transformation of the 1987 Single European Act, itself a surprise and a mystery whose effects are unraveled here. Professors Keohane and Hoffmann open the volume by placing the evolution of the new European Community into broad, theoretical perspective. Their expert contributors?including highly regarded international scholars, a judge of the European Court of Justice, and a long-term British politician?present engaging overviews of the process at work in major EC events and institutions. The centerpiece of the volume, Peter Ludlow's chapter on the European Commission, lays out all of the systems and actors in the emerging EC and shows their direct connection with problems of Community development and integration. Filled with examples, illustrations, anecdotes, and valuable data, The New European Community will be indispensable for all students and scholars of international relations and European studies as well as for those in business and government who want to understand the European Community before and beyond 1992.

At the request of the President of Harvard University, six Harvard scholars have joined forces to write a book that lays out the facts about nuclear weapons for all concerned citizens who want to think through the nuclear dilemma for themselves. Living with Nuclear Weapons is written by specialists for the general reader. It conveys crucial information clearly, concisely, and without technical jargon. Living with Nuclear Weapons presents all sides of the nuclear debate while explaining what everyone needs to know to develop informed and reasoned opinions about the issues. Among the specifics are a history of nuclear weaponry; an examination of current nuclear arsenals; scenarios of how a nuclear war might begin; a discussion of what can be done to promote arms control and disarmament; a study of the hazards of nuclear proliferation; an analysis of various nuclear strategies; and an explanation of how public opinion can influence policy on the nuclear arms question.
